The discussion session was chaired by Brazilian President Lula da Silva, BRICS Chair 2025, with the participation of 35 leaders and representatives of member countries, partner countries and guests of BRICS, along with leaders of international organizations such as the United Nations, World Trade Organization (WTO), World Health Organization (WHO), international and regional development financial institutions.
At the Conference, countries emphasized that the current context requires promoting multilateralism, reforming the WTO towards greater fairness, promoting free trade, mobilizing the participation of the private sector in developing artificial intelligence (AI), aiming towards the principle of "AI for all", considering it a core element in the national sustainable development strategy.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized the role and contribution of Southern countries in global governance; affirmed that Vietnam is an active and responsible member of the international community, ready to contribute to multilateral mechanisms to promote cooperation, enhance connectivity, address common challenges, and work towards building a fairer and more sustainable world .
The Prime Minister said that in the context of the world undergoing many changes, with trust in global institutions being eroded, trust in multilateral cooperation being reduced, and trust in international law being shaken, countries need to continue to promote solidarity, strengthen cooperation and dialogue to address challenges with a global, people-centered, comprehensive and inclusive approach. In that spirit, the Prime Minister made three important and practical proposals.
First, BRICS and the Southern countries need to take the lead in reviving multilateralism, persistently engaging in dialogue and cooperation based on the fundamental principles of the United Nations Charter and international law. BRICS needs to actively participate in promoting reform of global institutions such as the United Nations, IMF, WB, and WTO in a way that meets the realities and needs of developing countries, strengthens South-South cooperation, promotes connectivity, builds trust and cooperation between developed and developing countries.
Second, take the lead in promoting trade liberalization, respecting the legitimate and legal rights and interests of countries. To enhance strategic autonomy, BRICS and Southern countries need to increase market opening, promote supply chain linkages, mobilize and share resources, support technology transfer and human resource training for projects in healthcare, education, digital infrastructure, green transformation, and climate change adaptation.
Third, pioneer in promoting the power of artificial intelligence (AI) to serve humans, not replace humans. BRICS needs to work with multilateral mechanisms to promote the construction of a global AI governance system that is fair, secure, safe, and accessible. Build an AI ecosystem that adheres to ethical values, balancing innovation and social benefits. Cooperate in building digital infrastructure, green and high-performance data centers; develop high-quality human resources, AI programs for the community, helping all people access and benefit from AI.

The Prime Minister affirmed that Vietnam will work with the international community to constantly strive, unite and make efforts to build an equal, inclusive and sustainable global governance system.
Prime Minister Pham Minh Chinh's speech conveyed a strong message about strengthening multilateral cooperation, enhancing the role of countries developing in the global governance system, affirming Vietnam's commitment and active and responsible contribution to the common efforts of the international community, which was welcomed, agreed upon and highly appreciated by many countries.
