According to the Vietnam News Agency's Special Envoy, at the invitation of President of the Federative Republic of Brazil Lula da Silva, Prime Minister Pham Minh Chinh and his wife led a high-ranking delegation to attend the 2025 BRICS Summit and bilateral activities in the Federative Republic of Brazil from July 4-8.
Deputy Minister of Foreign Affairs Nguyen Minh Hang gave an interview about the results of this working trip.
- Could you please share the outstanding results of Prime Minister Pham Minh Chinh's working trip to attend the 2025 BRICS Summit and bilateral activities in Brazil?
Deputy Minister Nguyen Minh Hang: Following the recent visits of the two countries' senior leaders with very good results, from July 4-8, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking delegation of Vietnam, participated in the 2025 BRICS Summit and had bilateral activities in Brazil at the invitation of Brazilian President Luiz Inacio Lula da Silva.
The Prime Minister's working trip aims to continue implementing the foreign policy of independence and self-reliance; diversifying and multilateralizing foreign relations; being a friend and reliable partner in the international community; creating new colors for the strategic partnership; opening a new chapter of cooperation; meeting the needs, desires and interests of the two countries, especially in the context of many complicated developments in the world. The high-ranking leaders and people of Brazil gave the Prime Minister and the high-ranking delegation of Vietnam a warm and respectful welcome.
On bilateral issues, the Prime Minister had important talks with President Lula da Silva and Brazilian leaders, had meetings and worked with leading Brazilian businesses and achieved many substantive results, in line with the aspirations of the two countries, contributing to peace, stability, cooperation and development in the region and the world.
Firstly, through the visit, we have deepened the political relations and cooperation between the two countries, especially in the context of Brazil's increasing role in the region and the world. The two sides have agreed on major orientations in the relationship, especially in economics, trade and investment.
If more than a decade ago, in 2011, the trade turnover between the two countries only reached 1.5 billion USD, today this figure has reached nearly 8 billion USD, accounting for nearly 35% of Vietnam's total turnover with the Latin American region. Brazil is currently Vietnam's largest trade partner in this important region.
This shows that the two countries need to continue to have strategic cooperation measures to maintain and further enhance growth momentum, thereby reflecting the strategic complementarity between the two economies in particular and the region in general.
On this occasion, the Brazilian President affirmed his support for Vietnam to soon include the FTA negotiations between Vietnam and MERCOSUR in 2025 as well as the FTA between Vietnam and Brazil.

Second, one of the most prominent points of the working trip was agricultural cooperation. This is an area that the two leaders paid special attention to and spent a lot of time discussing. With positive and concrete results in opening the agricultural market, the two sides agreed to create more favorable conditions for people of the two countries as well as the region to access and use quality agricultural products of businesses of the two countries.
The two sides also affirmed to promote cooperation in the coffee industry, promote the formation of a coffee production and export alliance, towards building a common coffee brand and enhancing the coffee enjoyment culture associated with the culture of the two nations. At the same time, with the motto of "optimizing costs, harmonizing benefits", investing in the production and processing of agricultural products on the spot is also one of the new directions of cooperation for consumption in the two markets and export to other countries.
On this occasion, the two countries announced the first export shipment of tra-basa fish and tilapia from Vietnam to Brazil and the first export shipment of beef from Brazil to Vietnam. These are agricultural products that the two sides have "jointly defined, jointly committed to and jointly implemented," initiating the opening of the market and the export of other agricultural and aquatic products in the coming time.
Other areas such as defense-security, science-technology, high-quality human resource development, mineral exploitation and trade, digital transformation, semiconductors, AI, etc., are also expected to have new changes with results consistent with the development orientation of each country.
Third, within the framework of the Prime Minister's working visit to Brazil, many documents and cooperation agreements were agreed upon and signed by the two sides. Notably, memoranda of understanding on science and technology cooperation, innovation and digital transformation, and many cooperation agreements between representatives of leading corporations and enterprises of the two countries were also signed with a value of up to hundreds of millions of USD.
On the multilateral level, the Prime Minister, together with 35 leaders, representatives of member countries, partner countries and guests of BRICS, as well as leaders of international organizations and international and regional development financial institutions, participated in the 2025 BRICS Summit.
At the Conference, Prime Minister Pham Minh Chinh conveyed a strong message about strengthening multilateral cooperation as well as affirming the role of developing countries in the global governance system.
The Prime Minister made many important and practical proposals that are in line with the concerns and interests of developing countries, including healthcare, environmental protection, climate change response, and improving resilience to pandemics, as well as proposals that are in line with global concerns such as reforming international financial institutions; promoting South-South economic connectivity; applying technology and artificial intelligence to serve sustainable development; and ensure equitable access to financial, technological, and healthcare resources for developing countries.

Leaders of countries and international organizations highly appreciated Vietnam's proposals as well as its proactiveness and responsibility in contributing to solidarity, enhancing cooperation and dialogue to address challenges of the international community.
On this occasion, Prime Minister Pham Minh Chinh had many meetings and talks with leaders of BRICS member countries and partners, developing countries, and major international organizations; Thus opening up many new directions for cooperation in politics, economics, science, technology, and investment, contributing to promoting Vietnam's relations with development partners in a practical, effective, and in-depth manner, contributing to peace, stability, and prosperity in the region and the world.
- Mr. Deputy Minister, what measures will we implement to materialize the results of the working trip?
Deputy Minister Nguyen Minh Hang: With an effective and practical working schedule with nearly 40 activities within the framework of the Conference and meetings and contacts with senior leaders of Brazil, senior leaders of countries and international organizations attending the 2025 BRICS Summit, it can be said that the working trip has contributed to enhancing the role and position of the country and deepening the cooperative relationship between Vietnam and traditional partners and friends, thereby attracting resources, especially making breakthroughs in science and technology, promoting market diversification, and exports to potential markets.
To materialize these results, Prime Minister Pham Minh Chinh has directed relevant ministries, branches and localities to immediately begin implementing the following key tasks:
Firstly, in relations with Brazil, continue to give high priority to implementing the Vietnam-Brazil Joint Statement and the Action Plan to implement the Strategic Partnership agreed upon by the two countries' senior leaders in March 2025.
In the coming time, Vietnam and Brazil will continue to exchange delegations at high and all levels to effectively and actively coordinate the implementation of the goodwill, determination and political engagements of the two countries' senior leaders.
Second, in addition to traditional cooperation areas, agriculture will be the focus of cooperation in the coming time. Vietnamese ministries, departments, sectors, localities and enterprises will need to proactively work with Brazilian partners to review and resolve difficulties and obstacles to further open the market for each other's goods and agricultural products. At the same time, with Brazil, the working levels of both sides will also aim to soon complete the signing of the Vietnam-Brazil FTA as well as promote the signing of the Agreement on ensuring stable and long-term food security for Brazil, cooperation documents in the field of investment protection, double taxation avoidance and visa facilitation between citizens of the two countries. Vietnam will also work with other members of Mercosur to urgently negotiate and soon sign a free trade agreement between Vietnam and Mercosur.

Third, continue to effectively and significantly implement Resolution 59 of the Politburo on proactive international integration in the new situation. In the context of the world undergoing many changes, Vietnam's participation and active contribution to multilateral mechanisms such as the United Nations, the Association of Southeast Asian Nations (ASEAN), the Asia-Pacific Economic Cooperation Forum (APEC), the Group of Seven (G7), the Group of Twenty (G20), the Organization for Economic Cooperation and Development (OECD), and most recently the BRICS group of emerging economies will help maximize resources and favorable international conditions for national development, diversify and enhance the country's overall strength.
In that spirit, Vietnam will continue to participate and contribute, enhance the voice and role of developing countries, promote international solidarity, inclusive and comprehensive multilateralism in the spirit of respecting the United Nations Charter and international law.
