Bridge to bring credit capital to people
As promised, Ms. Ngo Thi Xuan Triem - Head of the Savings and Loan Group in Lac Loi village (Dien Lac commune) took us to visit the house of Ms. Nguyen Thi Tuyet Anh, a member of the group. As if meeting a relative, Ms. Tuyet Anh showed off the money her family earned from selling her family's chickens and pigs. More than 10 years ago, Ms. Tuyet Anh's family was a poor household in the village. Her husband had liver disease, so the economic burden fell on her shoulders. Seeing that Ms. Anh's family was in such a difficult situation, Ms. Triem mobilized and guided her to borrow capital from the Vietnam Bank for Social Policies (VBSP) to develop the economy. From the initial loan of 12 million VND, Ms. Tuyet Anh raised chickens, pigs... With the will to rise up, after the maturity date, Ms. Tuyet Anh continued to borrow 50 million VND to expand the scale of production and raise cows. Thanks to hard work, from the loan capital, Ms. Tuyet Anh's family rose out of poverty, becoming a household with a fairly average income in the village. “For me, the loan capital from the Social Policy Bank is very meaningful, a true fishing rod for households in difficult circumstances. Without Ms. Triem's dedicated mobilization and guidance, without the loan capital from the Social Policy Bank with low and stable interest rates, my family would have difficulty escaping poverty,” Ms. Tuyet Anh said emotionally.
For nearly 10 years as the Head of the Savings and Loan Group, Ms. Triem has always been dedicated to her work, acting as a bridge to transfer policy credit capital to poor households and other policy beneficiaries in the village. Currently, the group has 56 members with outstanding loans of 1.13 billion VND, and has not had overdue debts for many years. She has visited each household in difficult circumstances in the village to propagate and mobilize people to boldly borrow capital from the VBSP to invest in buying seedlings, livestock, vehicles, and machinery for production. Thanks to that, many members of the group have escaped poverty and stabilized their lives.
Arriving at Ninh Hoa ward, we met Ms. Nguyen Thi Kim Phung - Head of the Savings and Loan Group in Residential Group 4, who is considered an "extended arm" helping many people here access loans from the Social Policy Bank. When talking, many borrowers praised Ms. Phung for her closeness and attention to each borrower. "Currently, the group has 58 borrowers with outstanding loans of more than 2.4 billion VND. Most of the borrowers are small traders, so every time I go to collect interest and savings, I have to take advantage of the late afternoon or early morning. In 15 years as a group leader, my greatest joy is witnessing the journey of the borrowers to escape poverty," Ms. Phung confided.
These are just two of thousands of enthusiastic savings and loan group leaders, who are the bridge to bring credit capital to people at the grassroots level. As of July 31, the whole province had 4,134 savings and loan groups managing more than 197,000 members, of which 81.55% were classified as good... The above figures clearly demonstrate the role of the "extended arms" in bringing capital to the right subjects and for the right purposes.

We attended the transaction session of the Dien Khanh Social Policy Bank at Suoi Hiep commune on the last day of August. It was early in the morning but the transaction atmosphere was very bustling. In the hall, tables and chairs were neatly arranged, clearly marking the areas for each organization. The savings and loan groups followed the order when their names were called up to the front to transact with the Social Policy Bank staff. By the end of the morning, 23 savings and loan groups had completed the transaction. Holding the monthly transaction records of the Savings and Loan Group managed by the Commune Farmers' Association, Mr. Nguyen Tri Tue - Head of the Savings and Loan Group in My Loc village said that he had just conducted a transaction of 15 million in savings and 10 million in loan interest from the members. The group managed by Mr. Tue had 37 borrowers, all of whom paid the monthly interest and principal on time. Mr. Tri shared: “Before the commune merger, my team members and I were quite worried about having to travel far every month to conduct transactions with the Social Policy Bank. However, the bank continued to maintain the old transaction point near my house, so I felt very secure and convenient.”
According to Mr. Ho Dac Thich - Acting Director of the Provincial Branch of the Social Policy Bank, after rearranging the provincial and commune-level administrative units, the Provincial Branch of the Social Policy Bank still maintains the intact system of transaction offices and commune-level transaction points, ensuring that the service network is not interrupted or congested. Currently, the whole province has 191 commune-level transaction points. The regular transaction schedule at the points is still carried out according to the old cycle, not causing disruption in people's access to loans. In parallel, the branch has assigned specific officers to each village and residential group associated with each transaction point to create favorable conditions for receiving, processing records, disbursing loans and monitoring capital use at the grassroots level. Before each transaction session, credit officers closely coordinate with local authorities and entrusted socio-political organizations to propagate and guide people to complete procedures. Along with that, the branch has signed a trust contract with the political and social organizations that receive the trust. Thereby, enhancing the effectiveness of loan management, limiting overdue debts, ensuring that credit capital is used for the right purpose. The transaction offices also closely coordinate with local authorities and political and social organizations to promptly grasp the actual situation to remove difficulties and obstacles arising at the grassroots level after the administrative unit arrangement. This is one of the important factors contributing to maintaining the effectiveness of policy credit activities in the locality after the merger.

Popular policy
Implementation in Khanh Hoa has shown that with the leadership of the Party, effective management of the State and consensus of the People, all policies become a driving force for development. As of July 31, the total outstanding balance of policy credit programs in the province was more than VND 9,411 billion with more than 197,000 customers still having outstanding loans. In the first 7 months of 2025 alone, social policy credit capital was disbursed to 42,984 households with a loan turnover of more than VND 2,374 billion.
According to Ms. Nguyen Quynh Nga - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Women's Union, Directive No. 40 has really come into life, suitable and promptly met the needs and aspirations of the people; emphasizing the role of socio-political organizations, including the Women's Union in implementing policy credit. Socio-political organizations have proactively coordinated with the VBSP, integrated credit activities with socio-economic development programs and projects, improved the capacity and responsibility of the associations at all levels and strengthened supervision, consolidated the activities of savings and loan groups. Thereby, helping policy capital to effectively reach people, contributing to poverty reduction, improving living standards and changing production thinking. This Directive has demonstrated that the policy of strengthening the Party's leadership on social policy credit is a correct, accurate and popular policy.
It can be affirmed that over the past 10 years, Directive No. 40 has become a "fulcrum", strengthening the people's trust in the Party's leadership. Inheriting the results achieved in implementing Directive No. 40, on October 30, 2024, the Secretariat issued Directive No. 39 on improving the effectiveness of social policy credit in the new period. This is an important premise for Party committees and authorities at all levels to continue to effectively implement the Party's major policies on building Khanh Hoa province to become increasingly prosperous and civilized.
