The above task was mentioned by Prime Minister Pham Minh Chinh when concluding the 3rd meeting of the Steering Committee for key works and important national projects in the railway sector (Steering Committee), which took place on the morning of July 9.

The Prime Minister emphasized that railway projects contribute to creating new development space; facilitating the transportation of goods, reducing input costs, reducing the price of goods; contributing to the modernization of the country; contributing to economic growth, creating jobs and livelihoods for people...
Therefore, we must make efforts to implement and ensure the set goals, following the direction of General Secretary To Lam, which is to do things thoroughly, do each task properly, and finish each task; the spirit is to adjust and expand gradually while doing it, not to be perfectionist, not to be hasty, to do everything firmly, to do it well, to run and line up at the same time, but on a scientific, safe, effective basis, to fight negativity, waste, corruption, and group interests; to deploy many tasks at the same time but with priority order.
In particular, the Prime Minister assigned the Ministry of Construction to preside over the development of relevant technical standards and regulations before July 20; the Ministry of Science and Technology to complete the appraisal and promulgation of standards and regulations before August 10, under the direction of Deputy Prime Minister Nguyen Chi Dung.
On that basis, under the direction of Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Ho Duc Phoc, the agencies proposed investment methods for projects in accordance with the provisions of the current Law.
The Prime Minister said that the site clearance work has been separated from the investment project and assigned to the provinces and cities. Therefore, in the spirit of proactiveness, positivity and efficiency, localities, especially leaders, must proactively deploy, direct communes and wards and mobilize the entire political system to organize the implementation; agencies must promptly hand over the route taking into account the development so that units can implement the next steps.
Emphasizing the viewpoint of proactively conducting geological surveys and constructing route directions, not waiting, the Prime Minister directed the organization to launch a campaign to simultaneously clear the land for the Lao Cai - Hanoi - Hai Phong standard railway line and the North - South high-speed railway project on August 19 to complete by the end of 2026 at the latest.
The Prime Minister requested the Ministry of Foreign Affairs to promote an early meeting of the Vietnam-China Intergovernmental Committee on railway connection projects as directed by the two countries' senior leaders.
The Head of Government assigned ministries and branches to proactively develop plans and mobilize financial resources for projects.
Also according to the Prime Minister's request, ministries, branches, and members of the Steering Committee for review, if there are any difficulties or problems regarding institutions, must report to competent authorities for consideration; in which, Deputy Prime Minister Bui Thanh Son is assigned to direct the removal of problems related to ODA capital regulations, ensuring that regulations are transparent, and post-inspection is carried out instead of pre-inspection as at present.
Currently, the country is implementing key, important national railway projects including: Lao Cai - Hanoi - Hai Phong railway project; Hanoi - Lang Son and Hai Phong - Mong Cai railway projects; North - South high-speed railway construction investment project; urban railway projects in Hanoi and Ho Chi Minh City.
