Could the Deputy Minister share the outstanding results of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation attending the Shanghai Cooperation Organization (SCO) 2025 Summit in Tianjin, China ?
This Shanghai Cooperation Organization Summit took place in the context of many uncertainties in the world and the region. The theme and content of the Conference are highly topical, balancing security and development, in line with the common interests of countries, thus attracting wide participation, being the largest Conference in the 25-year history of the Shanghai Cooperation Organization.

With many rich and diverse activities on both bilateral and multilateral levels of Prime Minister Pham Minh Chinh, the working trip to attend the Shanghai Cooperation Organization Summit was a great success, demonstrated through the two most outstanding results:
Firstly, as a guest of the host country, Prime Minister Pham Minh Chinh delivered an important speech at the Conference. The Prime Minister emphasized Vietnam's stance of supporting, respecting and upholding the fundamental principles of the United Nations Charter and international law, while affirming the consistent foreign policy of our Party and State as well as Vietnam's active contribution to peace, cooperation and development in the region and the world.
In particular, the Prime Minister made three proposals from Vietnam: First , promote multilateralism, solidarity and international cooperation in dealing with traditional and non-traditional security challenges. Second, increase resource mobilization for development and enhance global governance capacity. The Prime Minister emphasized that all countries, especially major countries, need to uphold a sense of responsibility, take the lead, and stand shoulder to shoulder with the United Nations in successfully implementing the Sustainable Development Goals. Third, strengthen trust, mutual understanding and mutually beneficial cooperation, first of all among neighboring countries, thereby strengthening comprehensive connectivity between countries in the region and globally. At the same time, the Prime Minister also called for enhanced cooperation between the Shanghai Cooperation Organization, the United Nations and ASEAN to consolidate the international system with the United Nations at its center.
Second , within the framework of the Conference, the Prime Minister and the Vietnamese high-ranking delegation had sincere, open and effective bilateral meetings with leaders of many countries in the regions from Southeast Asia to Central Asia, South Asia, Southeast Europe as well as leaders of many international organizations. Thereby, we have taken the opportunity to consolidate and promote the deepening of our bilateral relations with partners in the fields of the country's development priorities, especially in strategic infrastructure, agriculture, energy, nuclear power, digital transformation, green transformation, etc. During the meetings with our Prime Minister, leaders of countries and organizations were impressed with Vietnam's past struggle for national liberation as well as its achievements in the current cause of national construction.
The partners affirmed their respect for Vietnam's role and position and wished to continue strengthening cooperation with Vietnam in all fields; at the same time, they agreed on measures to develop bilateral relations with Vietnam in depth and substance.

Prime Minister Pham Minh Chinh has had meetings with senior Chinese leaders. Could you share the important results of these meetings?
During the working trip, the Chinese side gave the Prime Minister and the high-ranking delegation of Vietnam a warm and respectful welcome, demonstrating the host country's special respect for Vietnam. During the meetings with General Secretary and President of China Xi Jinping; and the meeting and reception hosted by Chairman of the Chinese People's Political Consultative Conference Wang Huning, the two sides agreed on major measures to promote bilateral relations in a more 6-dimensional direction, with three major focuses: (i) continuing to effectively implement the Joint Statements that have been reached; (ii) enhancing strategic exchanges, promoting the pillars of defense and security cooperation; (iii) maintaining close multilateral coordination to respond to common regional and global challenges.
Regarding substantive cooperation, the two sides agreed to comprehensively connect the two economies, especially railways, energy connectivity, promote cooperation in science and technology, and innovation. The Chinese side agreed to firmly promote the Feasibility Study Report on the Lao Cai - Hanoi - Hai Phong railway construction project, actively study cooperation in capital mobilization, loans, human resource training, railway industry development; expand the import of Vietnamese agricultural products, and accelerate the construction of smart border gates. These are all very practical fields, serving the breakthrough development needs of the two countries in the next stage. The Prime Minister also received a number of leading Chinese enterprises in various fields to immediately deploy specific cooperation.
The two sides also agreed to continue connecting the two cultures, enhancing people-to-people exchanges, and jointly organizing activities within the framework of the Vietnam-China Humanitarian Exchange Year, the 75th anniversary of the establishment of diplomatic relations, and the "Red Journey" for youth research and study, practically consolidating the "public opinion foundation" for bilateral relations.
Regarding maritime issues, the two sides agreed to continue to seriously implement the high-level common perception on better controlling and resolving disagreements; respect each other's legitimate and legal interests in accordance with international law, especially UNCLOS 1982; and together with ASEAN countries promote negotiations to build a substantive, effective and efficient Code of Conduct in the East Sea (COC) in accordance with international law and UNCLOS 1982, together building a peaceful, stable and favorable environment for the development of each country and the region.
In conclusion, the very important results of this working trip will contribute to further concretizing the awareness of the top leaders of the two Parties and two countries into specific, practical projects, works and cooperation products, bringing specific values that the people and businesses of the two countries will be the central beneficiaries; bringing the relationship between the two Parties and the two countries of Vietnam and China to increasingly develop stably, healthily and substantially, contributing to peace, cooperation and development in the region and the world.
