At the beginning of the story, the Vice President of El Salvador shared sincerely and warmly: "It is an honor for me to express my personal thoughts and feelings on the great day of the beloved Vietnamese people."
Recalling the autumn of 1945 – a milestone that changed the destiny of the Vietnamese people, Vice President Ulloa emphasized that that event not only marked the birth of the first independent nation in Southeast Asia but also ignited the will and belief of other nations during the same period who were struggling for freedom throughout Asia, Africa and Latin America.
He acknowledged that Vietnam's August Revolution of 1945 was not only a remarkable historical event in the 20th century, but also a global symbol of national unity and self-reliance. According to him, the victory of the revolution came from the ability to mobilize the strength of the entire people, from the unshakable spirit of solidarity and creativity in the method of struggle to turn adversity into opportunity.
In particular, Vice President Ulloa affirmed that for the people of El Salvador and peace- loving people around the world, the image of President Ho Chi Minh - "Beloved Uncle Ho" - will forever be an immortal symbol of faith, will and determination. It is this spirit that inspires millions of Vietnamese people to overcome hunger, bombs and bullets and turn adversity into strength to win victories in resistance wars.
From the golden pages of history of that revolutionary autumn, the Vice President of El Salvador praised the spirit of independence and self-reliance of the Vietnamese people. He called it the " Dien Bien Phu spirit" - the strength that created the victory over the French colonialists and then continued with the steadfastness in the resistance war against the US.
Mr. Ulloa also expressed: "What I admire is that Vietnamese people are always proactive in finding solutions for the present, instead of blaming the past or blaming others. That is a very humane way of behaving."
Even during the long years of siege and embargo, Vietnam still persistently relied on the strength of the people, turned challenges into opportunities, and then walked steadily on the path of Doi Moi in 1986 to further integrate more deeply into the international arena.
According to Mr. Ulloa, this is also what El Salvador had to go through in its painful past, when the continuous civil wars in the 1980s devastated and exhausted all the country's resources.
But, as El Salvadoran President Nayib Bukele once said, El Salvador has now been reborn, returning to itself after the tireless efforts of the government and people in the process of building and rebuilding the country. Throughout that process, the example of Vietnam's resilience has always been a source of inspiration and motivation for many generations of leaders and people of El Salvador.
The Vice President of El Salvador also did not forget January 16, 2010 - the day when Vietnam and El Salvador officially established diplomatic relations. At that time, Ambassador Nguyen Phuong Nga - Vice President of the Vietnam Union of Friendship Organizations - affirmed that Vietnam and El Salvador, although geographically distant, are close in sentiment. The Vietnamese people will forever be grateful for the support of the people of El Salvador in the struggle for independence, freedom, and national unification as well as in the construction and development today.
From an international perspective, the Vice President of El Salvador assessed that Vietnam is increasingly asserting its role and position in the international arena. He recalled the image of "messengers of peace" carrying the red flag with yellow star in the United Nations peacekeeping force in South Sudan, the responsible commitments at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26), or the proactive presence in new-generation free trade agreements.
According to him, Vietnam is not only participating but also contributing to shaping the global rules of the game with a steadfast yet flexible foreign policy.
Mr. Ulloa recalled the mark Vietnam left as a non-permanent member of the United Nations Security Council for the 2020-2021 term, as well as its role in leading the Association of Southeast Asian Nations (ASEAN) in 2020 amid the Covid-19 pandemic. "Vietnam has proven itself to be a prestigious country, able to harmonize the interests of major countries, and at the same time a sincere voice for developing countries," he said.
From halfway around the world, El Salvador still looks lovingly at Vietnam - a country that has risen from the ashes of war to become a symbol of humanity's desire for freedom and development. As Mr. Ulloa said, Vietnam today is not only an independent country but has become an eternal flame of inspiration - a flame of will, belief and aspiration to rise - for a fairer, more humane and brighter world.
