Create a shield from the community

Practice in Quang Ninh shows that when people are equipped with knowledge, raise awareness, and join hands to act, it becomes an effective "soft shield", contributing to pushing back drug abuse from the root.

Households of the Le family (Mong Duong ward) signed a commitment not to participate in, assist or conceal acts related to crime and drug abuse.

Drugs are a danger that needs to be prevented and repelled at all costs. The province has implemented many drastic solutions right from the grassroots level. Party committees and authorities at all levels have integrated PCMT content into resolutions and action plans; mobilized the participation of mass organizations, associations and the entire population. However, the residential community, where daily life takes place, is the first and most important link, which really contributes strongly to repelling drug abuse.

The movement "All people participate in drug prevention", with the motto "Self-management, self-prevention, self-protection" has been spreading strongly in all localities in the province. Ms. Phan Thi Hai Huong, Party Secretary, Chairman of the People's Council of Ha Tu ward, shared: Immediately after implementing the 2-level local government model, along with the important task of socio -economic development, the ward has worked with neighborhoods, requiring close coordination with the local police force to effectively implement the movement; at the same time, closely following residential areas, grasping the security and order situation at the grassroots level, managing conditional business lines... helping to detect social evils early right at the grassroots level.

In residential areas, hundreds of self-governing groups and “drug-free” neighborhood groups have been established and maintained regularly. People proactively detect and report unusual signs, promptly coordinate with the police and authorities to handle risks as soon as they arise. In many places, clans, religious organizations, and family councils voluntarily participate in propagating andeducating relatives and children to live healthily and stay away from drugs.

At the end of May 2025, Mong Duong ward established the model of "Skillful propaganda and mobilization of the Le family to prevent drug crimes"; in just a short time, it has proven to be clearly effective. By promoting the role of prestigious people in the family, the model has built a cultural and united living environment, gradually pushing back the risks of social evils.

Lien Hoa Ward with the model of "Legal propaganda and education team" is becoming the core force to help people understand correctly, do correctly, thereby protecting themselves and their loved ones from the temptations and risks of drugs.

Not staying out of the game, many enterprises in industrial parks have signed a commitment to build a “Drug-free Enterprise”. In addition to internal propaganda, units organize periodic health check-ups, drug testing, and integrate legal propaganda into the regular activities of workers.

Youth Union chapters at all levels organized seminars to improve knowledge for drug addicts at the provincial drug rehabilitation center.

Identifying that young people are always a group of people who are easily affected by drugs, especially new types of drugs "disguised" in the form of food, drinks, electronic cigarettes, etc., the provincial Department of Education and Training has directed schools to integrate PCMT content into the curriculum and extracurricular activities.

Teacher Dinh Thi Thanh (Bang Ca Primary and Secondary School, Quang La Commune) shared: Children in the highlands are less exposed to social evils, but are very curious and easily lured by eye-catching snacks or electronic cigarettes. Therefore, the school regularly coordinates with the police to organize propaganda and education so that children are aware of the harmful effects and learn how to protect themselves.

The Youth Union and other organizations actively use social networks such as Facebook, Zalo, YouTube, etc. to disseminate legal knowledge and skills to prevent drug abuse. Fanpages such as “Tuoi Tre Quang Ninh ”, “Drug Prevention Quang Ninh”… have become useful information channels, helping to warn and guide the right behavior for tens of thousands of followers.

The practice of drug prevention and control in the province shows that each citizen is not only a beneficiary of the fruits of a safe and healthy society, but also a direct factor in building and protecting it. When the community shield is firmly consolidated, the danger of drugs will be pushed back, keeping peace for each family and the future of the younger generation.
