Building a plan for primary school enrollment in 2026-2027 for the new Ho Chi Minh City

Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu assigned the deputy director in charge of region 2 (formerly Binh Duong) and region 3 (formerly Ba Ria - Vung Tau ) to direct the Quality Management Department at the two facilities to send specialists to receive documents related to enrollment for the first grade classes, review parents' wishes and support students to transfer schools according to actual needs, ensuring that all students in Ho Chi Minh City have a place to study.

The General Education Department is responsible for presiding over and coordinating with departments to develop a professional plan for the 2025-2026 school year, researching and establishing a professional network at all levels and grades, increasing class observation and visiting to grasp the actual situation of teaching and learning at educational institutions in the area. From there, advise on timely directives to unify and orient professional work. Advise on reports to participate in giving opinions to the Ministry of Education and Training on continuing to implement the 2018 General Education Program for natural science subjects on changing the curriculum of some subjects or asking for the Ministry's opinion to allow provinces and cities to be proactive and flexible in organizing teaching and learning of natural science subjects according to the actual conditions in each locality.

At the same time, coordinate with the Financial Planning Department based on current regulations, advise on additional policies for teachers in charge of professional clusters.

Preside over and coordinate with relevant departments to develop and implement a plan to introduce artificial intelligence into school teaching. At the same time, closely coordinate with Saigon University and relevant units in training and fostering teachers to improve their capacity to apply technology in teaching. Strive to effectively integrate artificial intelligence into teaching activities at educational institutions from the 2025-2026 school year.

Unified review of educational services

The Ho Chi Minh City Department of Education and Training assigned the Financial Planning Department to urgently review the scale and status of school construction after the merger, synthesize and advise on preparations to work with the Project Management Board for Investment in Construction of Civil and Industrial Works on school construction projects. At the same time, there is a plan to monitor projects and works that have been capitalized, as well as projects and areas that have not yet been registered for capitalization in the 2026-2030 cycle to continue investing and building schools and classrooms, ensuring places for students to study.

Study documents, refer to procedures and records on tuition support for students of non-public schools in Region 3 (formerly Ba Ria - Vung Tau) to seek opinions from relevant departments and branches to advise the City People's Committee to submit to the People's Council to support tuition for students of non-public schools in the upcoming session. Proactively advise on contents related to revenues, tuition fees, review of facilities, purchase of equipment at the beginning of the 2025-2026 school year, public investment projects, assignment of enrollment targets for Vocational Education - Continuing Education Centers... and other contents of the department to prepare to implement tasks for the new school year 2025-2026.

At the same time, coordinate with the two regions to review the types of educational services being implemented to unify advice for the People's Committee to submit to the People's Council in the upcoming session.

Preside over and coordinate with the Department of Management of Non-Public Educational Institutions, the Department of Organization and Personnel and the People's Committees of communes, wards and special zones to regularly inspect and review the operation of non-public educational institutions, ensuring that units organize teaching and learning in accordance with the provisions of law.

With the Student Affairs Department, the leaders of the Department of Education and Training direct and coordinate with the Financial Planning Department to inspect and review school toilets; continue to direct educational institutions to establish an Internal School Control Board, including parents, to coordinate with the school in monitoring activities related to school toilets, food safety and hygiene, boarding kitchens and other activities in schools that require the participation of parents.

Research and advise on a proposed plan to prohibit students from using mobile phones during recess and during educational activities at school (except in cases where subject teachers allow it to perform service tasks during class). At the same time, advise on a plan to organize activities during recess to create conditions for students to connect and practice physical activities in the 2025-2026 school year.

Review and develop teacher recruitment plan

The Personnel Department urgently reviews the current number of teachers and recruitment needs at each level of education of all educational institutions, advises on recruitment plans and options to ensure enough teachers to prepare for the 2025-2026 school year. Coordinates with the University of Education and Saigon University to order training for subjects with recruitment needs but lacking teachers. At the same time, builds software to effectively manage the list of managers to advise on appointment plans and decentralizes to the People's Committees of wards and communes to appoint managers according to regulations. Supervises foreign language centers and public schools.

The Department assigns the Department of Management of Non-Public Educational Institutions to manage the compliance with legal regulations of non-public educational institutions. Regularly coordinate with the People's Committees of wards, communes, and special zones to inspect and review non-public educational institutions regarding the compliance with legal regulations. Take the lead and coordinate with the People's Committees of communes, wards, and special zones to manage non-public educational institutions according to the locality, proactively build a monitoring network in localities to promptly receive and respond to relevant information quickly and accurately.

Assign the Preschool Education Department to increase field trips, grasp the situation of teaching and learning organization at preschools, advise on plans to closely manage private preschools and children's groups in terms of facilities, equipment, teaching staff, etc. to ensure the safety of children at non-public preschools.

The Inspection and Legal Affairs Department is responsible for presiding over and coordinating with other departments under the Department to develop an inspection plan and a general inspection schedule for the 2025-2026 school year for educational institutions, ensuring rationality, avoiding duplication, orienting inspection work in an orderly manner and implementing it in accordance with regulations. Preside over and coordinate with other departments under the Department to study legal documents to advise and ensure that the documents issued by the Ho Chi Minh City Department of Education and Training are not entangled in legal content.
