(Dan Tri) - For the first time, Ho Chi Minh City National University organized a supplementary capacity assessment exam, allowing candidates who had problems in the exam that caused a stir in the past to retake the exam.

On the evening of July 2, Ho Chi Minh City National University informed about the supplementary exam for candidates affected in the second round of the competency assessment exam held on June 1.

Accordingly, candidates affected in examination rooms 39 and 42, at examination site 17, examination cluster 9 (invigilators made candidates lose 30 minutes to complete the test and candidates were not given scratch paper) will be re-examined on July 13.

The university also apologized to the affected candidates and pledged to support them to take the supplementary exam as smoothly as possible.

It must be said that this is the first time this exam has organized additional opportunities for candidates to retake the exam after an incident, not just stopping at apologizing, "compensating for exam fees" or "there is no way to compensate for the students' points"... like before.

The above move by Ho Chi Minh City National University was made after many reactions about the solution such as... "no solution" after the incident where candidates lost 30 minutes of exam time.

Dan Tri Newspaper also had many articles expressing disagreement with the "apology is enough" handling and abandonment of candidates' rights by the Examination Council in this incident as well as pointing out loopholes in the way the Ho Chi Minh City National University organized the competency assessment exam.

Back to the incident, after the second round of the Ho Chi Minh City National University's capacity assessment exam on June 1, candidates at the HUTECH testing site "accused" the invigilator of causing them to lose about 30 minutes of test time. The official test time was 8:30, but the invigilator did not clearly understand the exam time regulations, so it was not until 9:00 that the students were allowed to take up their pens to do the test.

The situation was not resolved flexibly on the spot by giving students extra time to complete the test. It was only after the exam, when the candidates complained, that the Examination Council learned about the incident.

After an urgent meeting, the Examination Council of the Ho Chi Minh City National University's Competency Assessment Exam informed that this error arose from carelessness in the performance of duties by the exam invigilators and that this incident was not reported promptly to the Examination Council.

However, the affected candidates did not have their rights resolved. The National University of Ho Chi Minh City's Competency Assessment Council assigned the examination cluster to contact the affected candidates and directly apologize to them. The addition of points and additional points for the candidates was rejected.

It must be said that not only were the candidates "forgotten" in the examination room, once again the initial handling of the examination council continued to "abandon" the candidates.

Dr. Hoang Ngoc Vinh, former head of the Department of Vocational Education, Ministry of Education and Training, said that if after determining the cause of the incident, Ho Chi Minh City National University had announced early about re-organizing the exam for the students, it would have been appropriate and public opinion would have been less "heated".

However, he also acknowledged the handling of the situation by organizing additional exams for affected candidates at Ho Chi Minh City National University. Because correcting this mistake is necessary in this case.

As the person who spoke out against the "stopping at apologizing" solution to the above incident, Dr. Le Dong Phuong, former Director of the Center for Research on Higher and Vocational Education, Vietnam Institute of Educational Sciences, said that when candidates register for the exam, pay money and receive the exam code to assess their capacity, they have started an economic contract with Ho Chi Minh City National University.

But when this contract has problems, they are not the ones to deal with the consequences. He has not seen the responsibility of the exam council to assess the ability to demonstrate the responsibility of an economic contract with the candidates, but only mentioned the fault of the invigilator, the fault of the exam score - the unit hired by Ho Chi Minh City National University to organize the exam.

According to Dr. Le Dong Phuong, the Examination Council of the competency assessment exam did not acknowledge its responsibility and did not propose a solution, which is irresponsible towards the rights of candidates in a large-scale exam.

At that time, Dr. Le Dong Phuong proposed two solutions to this incident: organizing for students to retake the exam or compensating for loss costs, opportunity costs, and future costs.

Regarding the information that Ho Chi Minh City National University will organize a re-exam for students on July 13, Mr. Phuong said that at least this unit has recognized and corrected its mistakes. In this context, this handling is at a moderate level, and the candidates' rights are somewhat resolved to reduce disadvantages.

What Dr. Phuong is concerned about is whether the score distribution in the supplementary round will be different from the previous two rounds?
