On the morning of July 8, the Ministry of Education and Training held a conference to review the first 6 months of the year and deploy tasks for the last 6 months of 2025.
Minister Nguyen Kim Son chaired the conference. Also attending were Permanent Deputy Minister Pham Ngoc Thuong; Deputy Ministers: Nguyen Van Phuc, Hoang Minh Son, Nguyen Thi Kim Chi, Le Tan Dung; Deputy Secretary of the Party Committee Nguyen Viet Loc; Chairman of the VietnamEducation Trade Union Nguyen Ngoc An; leaders of units under and directly under the Ministry of Education and Training.
Issue many important documents and projects with great impact
According to the report of the Chief of Office of the Ministry of Education and Training Tran Quang Nam, in the first 6 months of 2025, the Ministry of Education and Training has resolutely implemented the tasks assigned by the Government and the Prime Minister ; included them in the inspection and supervision contents in the monthly and quarterly meetings of the Ministry; regularly updated the assignment and implementation progress on the Database Management System to monitor the tasks. Thereby, the progress and quality of task completion are increasingly high.
The Ministry has focused resources on developing, completing and submitting to authorizing authorities for promulgation many important legal documents and projects that have a great impact on the industry and the whole society, such as:
Resolution of the Politburo on modernization and breakthrough in education and training development; Law on Teachers, Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old and Resolution of the National Assembly on exemption and support of tuition fees for preschool children and general education students;
Projects, decrees, decisions, and directives of the Government and the Prime Minister related to the organizational structure of the Ministry, development of high-quality human resources, high technology and breakthrough innovation; policies to support learners, administrative reform and digital transformation and direction of urgent issues such as organizing the High School Graduation Exam, school safety, and disease prevention.
Direct localities to strengthen management and direction of preschool enrollment, primary school enrollment, secondary school enrollment, and high school enrollment for the 2025-2026 school year.
Carefully prepare and successfully organize the 2025 High School Graduation Exam in the context of being the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program. The exam took place over 2 days, June 26-27, 2025, ensuring seriousness, responsibility, and maximum support for candidates. The exam content is within the high school program, mainly the 12th grade program; the exam has appropriate differentiation to ensure objectivity for graduation recognition and provide data for universities and vocational education institutions to use for enrollment in the spirit of autonomy.
The quality of general and advanced education continues to be improved. The results of the national excellent student selection exam, the national and international science and technology competition for high school students in the 2024-2025 school year in the United States, and international and regional Olympic competitions continue to achieve high results. The excellent achievements of the teams continue to affirm the quality of general education, and at the same time, the right direction in the work of discovering, selecting and training excellent students.
Training of human resources for the semiconductor chip industry in Vietnam is being promoted. Developing a plan to promote the training of high-quality human resources to serve the semiconductor chip industry; forming an alliance of leading universities in engineering and technology in Vietnam. Administrative procedure reform continues to be implemented to ensure basic implementation.
In addition, in the first 6 months of the year, the Ministry of Education and Training also successfully organized and participated many important conferences and events with the participation of Government leaders, leaders of ministries, branches, central and local agencies...
Be proactive, look ahead, adapt
In the last months of 2025, the world and regional situation is forecast to continue to have complex and unpredictable developments, creating challenges and great pressure on the direction and management of our country's socio-economic development. Domestically, difficulties, challenges and opportunities are intertwined, with more difficulties and challenges, requiring the whole country in general and the education sector in particular to be more determined, make greater efforts, and take more drastic actions to successfully complete the socio-economic development goals for 2025 in general and the key tasks set by the education sector.
Recognizing that the amount of work in the first 6 months of the year was extremely large with high demands and fast speed requirements, Minister Nguyen Kim Son acknowledged the efforts of Deputy Ministers, departments, divisions, and units in implementing tasks, achieving extremely remarkable results and revolutionary changes.
Some important results emphasized by the Minister are related to institutional work (with the passage of the Law on Teachers; Resolution of the National Assembly on universalizing Preschool Education for preschool children from 3 to 5 years old; Resolution of the National Assembly on exemption and support of tuition fees for preschool children, general education students, and people studying general education programs at educational institutions in the national education system...); The high school graduation exam has completed many very important contents up to this point...
Affirming the special attention of the Party and State leaders to education and training in the current period, according to the Minister, this is both an opportunity and a great challenge.
Identifying that in the last 6 months of the year, major changes tend to be internal adjustments, in-depth changes at all levels of education, the Minister emphasizes the viewpoint of not missing anything, not doing things perfunctorily, not chasing after work; trying to be proactive to go ahead, look ahead, and adapt.
The major tasks for the next 6 months are, first of all, still related to institutional work. In particular, proactively developing documents guiding the implementation of the Law on Teachers after it is approved by the National Assembly, promulgating it at the same time the Law takes effect. Developing a Project to submit to the Politburo to issue a Resolution on modernization and breakthrough in education and training development; developing a draft Law amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended), the Law on Vocational Education (amended) to submit to the National Assembly for approval at the 10th Session...
Along with that is a group of tasks to prepare for the new school year and the opening of the 2025-2026 school year; prepare for activities to celebrate the 80th anniversary of the establishment of the Ministry of National Education, now the Ministry of Education and Training; implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; vigorously implement 3 approved plans of the education sector; grade high school graduation exams; university admissions...
Increasing public investment disbursement; some major conferences will be held; communication work... are also the contents that the Minister noted at the conference.
The Minister hopes that the entire industry will take advantage of the advantages and attention of the Party and State leaders to truly develop and make a breakthrough, meeting the expectations of the Party, State and people.
