Foreign languages play a very important role in the current context of integration. Could you please tell us the Academy of Finance's viewpoint on using English certificates for admission, especially VSTEP certificates for the International Joint Program?
We are well aware of the importance of English language proficiency for students in a global learning and working environment. For the international joint program between the Academy of Finance and the University of Toulon, English is the official language of teaching and learning.
Therefore, possessing foreign language certificates such as VSTEP certificate ensures language proficiency so that learners can succeed in their study program as well as prepare for their future careers. In the 2025-2026 school year, the Academy uses VSTEP as one of the language entrance certificates along with other certificates such as IELTS, TOEFL and Aptis.

For candidates with VSTEP certificates, does the Academy of Finance accept conversion of scores for international joint programs? What is the threshold for VSTEP scores to be considered for admission or conversion, sir?
For the International Joint Program between the Academy of Finance and the University of Toulon (France), due to the high requirement for English proficiency, we require candidates to have a VSTEP certificate level 4/6 (B2) or higher, or other international certificates such as IELTS 5.5, TOEFL iBT 55 points or Aptis ESOL B2.
The conversion is carried out according to the general principle that the above certificates will be converted into one admission score (10-point scale). The goal is to select candidates who are capable of studying the English training program most effectively, ensuring fairness for candidates in the admission process.
For the Joint Training Program with Toulon University (France), the transcript of the international English certificate converted to a 10-point scale is as follows:
STT | CCTAQT Score | Conversion points
IELTS Academic | TOEFL iBT | SAT | Vstep | Aptis Esol
1 | 5.5 | 55 – under 75 | 1050 - below 1200/1600 | 9.0
2 | 6.0 | 75 – under 100 | 1200 - below 1450/1600 | B2 | B2 (160-179) | 9.5 |
3 | 6.5 or higher | 100 and up | 1450/1600 or higher | C1 and above | C1 (180-189) and above | 10 |
According to you, what benefits does accepting VSTEP and other certificates bring to candidates when applying to the Academy of Finance in 2025?
Since the official language of instruction is English, candidates with an international English certificate ensure their academic ability according to the program's standards. The next benefit to mention is the diversity and flexibility in the admission methods for the International Joint Program.
Particularly, the VSTEP certificate is suitable for many candidates in Vietnam, when foreign language proficiency is accurately assessed and the VSTEP exam fee is only from 1.2 - 1.8 million VND, significantly lower than international certificates such as IELTS (about 4.8 million) or TOEFL iBT (about 5 million VND), this helps reduce financial pressure for candidates.

So what advice do you have for candidates who are planning to apply for the International Joint Program of the Academy of Finance - University of Toulon (France) with the VSTEP certificate?
Students should proactively learn carefully the admission information of the International Joint Program published on the Academy's website, regulations on admission score conditions and conversion methods.
In addition, candidates who have achieved VSTEP level 4 should proactively register for early admission, not only giving them an advantage in admission but also opening the door to high-quality training programs according to European standards right in Vietnam.
The Academy continues to open the registration portal from 0:00 on July 9 to 17:00 on July 14 for candidates interested in this program at the portal: https://xettuyen.hvtc.edu.vn.
Thank you for the conversation!
