The meeting was attended by leaders of central ministries, departments and agencies. The leaders of Thai Nguyen province attended by comrade Pham Hoang Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; also attended by representatives of a number of provincial departments and agencies.
According to the assessment of the Ministry of Finance - the Standing Office of the Working Group, in the first 7 months of 2025, although the international context and domestic situation still had many difficulties and challenges, with the efforts and determination of the 5 localities, the socio-economic indicators all grew well; many important works and projects were accelerated, creating a premise to enter the final 5-month sprint phase of the year.

Reporting at the meeting, Chairman of Thai Nguyen Provincial People's Committee Pham Hoang Son said: In the first 7 months of the year, the province has proactively and promptly implemented the Government's directives and management on key tasks of socio -economic development. Therefore, many of the province's goals and targets continued to achieve positive results, with each month being better than the previous month and each quarter increasing higher than the previous quarter.
Specifically, the export value of goods reached 18 billion USD, up 1.3% over the same period; imports 11.3 billion USD, up 12.5%. Budget revenue reached over 15,354 billion VND, equal to 66.3% of the Government's estimate. Investment attraction continued to be a bright spot, in 7 months Thai Nguyen province attracted 11 new FDI projects with a total investment capital of over 138 million USD and 18 projects increased capital by over 140 million USD. To date, Thai Nguyen has 12 approved industrial parks, 6 of which are in stable operation, with a total investment capital of nearly 11 billion USD.
Along with economic development, social security work continues to be focused on, notably the effective implementation of the National Target Program on Sustainable Poverty Reduction; eliminating temporary and dilapidated houses in the area.
To continue to resolve some difficulties, Thai Nguyen province proposed that the Government and central ministries and branches soon amend and supplement the Planning Law so that the locality has a basis to adjust the planning after the province's merger. It is recommended that the Government speed up negotiations with Samsung Group, soon agree on incentive mechanisms to support the province in attracting project investment; at the same time, promptly appraise and approve the Yen Binh Concentrated Information Technology Park.
In the context of complicated natural disasters and floods, the province proposed to prioritize the allocation of central capital for key natural disaster prevention projects, such as the central flood control project, the renovation of Nui Coc canal and the construction of irrigation reservoirs in the North. The province also proposed that the Government soon add the Thai Nguyen - Lang Son expressway to the planning, speed up the upgrading of the Hanoi - Thai Nguyen - Cho Moi expressway, in order to expand development space and strengthen regional connectivity between localities...

At the meeting, leaders of central ministries and branches reviewed, discussed, and gave specific opinions on proposals and recommendations from localities to urge and remove difficulties and obstacles, promote production, business, import and export, infrastructure construction, social housing, national target programs, and promote disbursement of public investment capital.

Concluding the meeting, the Deputy Prime Minister acknowledged, commended and highly appreciated the positive results that the five localities have achieved in the past time. In the coming time, the situation is forecasted to continue to have many difficulties and challenges, so the Deputy Prime Minister requested that the five localities continue to thoroughly grasp the Politburo's resolutions, considered the "four pillars", and include them in the development orientation of the province in 2025 and the next five years.
Along with the smooth and effective operation of the two-level government apparatus, provinces need to pay attention to building and adjusting growth scenarios, especially provinces with low growth rates in the first 6 months of the year. Pay attention to developing services, tourism, developing key industrial sectors of each province, and focus on disbursing public investment capital.

Deputy Prime Minister Bui Thanh Son stated that at the meeting, there were 16 recommendations from localities under the Government's authority; these recommendations have basically been and are being implemented by the Government to resolve and remove institutional difficulties, while the remaining 53 opinions are under the authority of ministries and branches. After the meeting, relevant ministries need to respond to the opinions and recommendations of localities in writing, in the spirit of urgently removing difficulties.
