Bailiff - Legal support for people

In the process of judicial reform, bailiffs are considered a new institution, making an important contribution to ensuring fairness, transparency and effectiveness of the law. In Thai Nguyen, the Bailiff Office has opened another useful legal service channel, helping people and businesses better protect their legitimate rights and interests.

With functions such as drawing up minutes, verifying conditions for execution of judgments, serving documents and organizing civil judgment execution, the Bailiff Office not only supports people in protecting their legitimate rights and interests but also shares the burden with the judicial agency, helping to enhance society's trust in justice.

The bailiff model began to be implemented in Thai Nguyen province in 2016. After nearly 10 years of operation, the province now has 4 bailiff offices and 4 bailiffs.

Bailiff offices in the area have quickly come into operation and gradually gained the trust of the people. In 2024 and the first 7 months of 2025 alone, bailiff offices in the province have served 2,725 documents, made 699 notarized records, with a total revenue of over 1 billion VND.

The cases of making minutes related to real estate transactions, contract disputes, and recording the current status of assets have been done promptly, helping the parties have objective evidence when disputes arise. In addition, the delivery of documents from the Court and the Enforcement Agency through bailiffs has also brought practical results, ensuring that documents reach the right person, on time, limiting delays and losses.

After only four months of operation, the People's Bailiff Office, Phan Dinh Phung Ward, is one of four bailiff offices in the province, proving the effectiveness of this work.

Dozens of certificates made at the Office have met the needs of the people. Ms. Nguyen Thi Lan, Quyet Thang Ward, said: In the past, when my family had a land dispute, we did not know how to have solid evidence. Since I learned about the Bailiff Office, I have asked them to make certificates so the documents and images are legally recorded, so my family is very secure and confident.

Currently, civil cases in regional courts are increasing, with civil disputes becoming more diverse and complex, bailiff services help people be more proactive in protecting their rights. The delivery of documents and verification of conditions for execution of judgments also become faster and more accurate, contributing to limiting the situation of prolonged and pending cases.

In fact, in Thai Nguyen province after the merger, there are very few bailiff offices compared to the service needs of the people. Therefore, expanding and developing bailiff offices not only improves the effectiveness of law enforcement but also creates conditions for the socialization of some public services, reduces pressure on state agencies, and increases choices for the people.

Mr. Tran Viet Dung, Deputy Director of the Department of Justice, said: We will continue to advise competent authorities to expand the network of bailiff offices, at the same time strengthen professional training for the team; promote propaganda so that people and businesses understand correctly and use this service effectively.
