Launching emulation to speed up the progress of Cao Lanh - An Huu Expressway Component 2 Project

(ABO) On July 9, the Project Management Board (hereinafter referred to as the Project Management Board) of civil and industrial construction investment in Dong Thap province coordinated with the joint venture of supervision consultants and the joint venture of construction contractors to organize the launching ceremony of the peak emulation campaign to accelerate the construction progress of the construction package (including survey and preparation of design documents, construction drawings, and estimates) of Component Project 2 of the Cao Lanh - An Huu Expressway Construction Project Phase 1 to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam, and to welcome the Dong Thap Provincial Party Congress for the 2025 - 2030 term.

Accordingly, the parties committed to completing the main items from now until October 10, 2025. Specifically, regarding the road section, strive to complete the embankment and loading of weak soil treatment sections and the entire route before August 25, 2025 (except for locations with land clearance problems). At the same time, mobilize crushed stone aggregate to the construction site to proactively provide materials and use them as roadbed loading materials.

Regarding the bridges, by October 10, 2025, basically complete all the work of installing girders on the bridge route and commit to complete all the main structures of the bridges by December 31, 2025 (except for locations where construction has not been possible due to site clearance). At the same time, strictly implement current construction regulations, ensure construction quality and progress; ensure traffic safety, labor safety and environmental sanitation.

The Project Management Board, the joint venture of supervisory consultants, and the joint venture of contractors are determined to mobilize maximum human, material, and financial resources to launch a competition to complete all of the above items of the bid package, ensuring quality, labor safety, and environmental sanitation.

According to the Project Management Board, Component Project 2 is approximately 11.43 km long. Component Project 2 starts at the intersection with Component Project 1 at Km16+000; ends at the intersection with Trung Luong - My Thuan Expressway at approximately Km98+950 (approximately 1.8 km from An Thai Trung intersection).

The project has a total investment of 3,856 billion VND, and construction will begin on August 27, 2024. The project implementation period is from 2022 to 2027. The total capital plan allocated to date is 2,941 billion VND. The cumulative disbursement of the project to date is 2,338 billion/2,941 billion VND, reaching 79.49%.

Currently, the joint venture contractor is implementing 40 construction projects. For the route, the contractors are constructing service roads, filling sand, installing wicks and adding load to treat weak soil.

The Project Management Board, the joint venture of supervision consultants and the joint venture of construction contractors signed a contract to launch a peak competition to speed up the construction progress of Component 2 Project.

For the bridge construction, contractors continue to test pile driving, mass pile driving, substructure construction, beam production, beam installation; continuous floor beam construction (weak soil treatment by engineering solutions). The value of completed construction as of July 8 is about 875.2/2,451 billion VND (reaching 35.7% of construction value).

The investor, together with consultants, supervisors and contractors, inspect the actual construction site.

Speaking at the launching ceremony, Director of the Project Management Board Nguyen Thi Thanh Phuong said that this is an important event, marking the determination of the parties in bringing the Component 2 Project to the finish line on time, ensuring quality and safety.

The task of constructing the Component 2 Project in the coming time is extremely heavy, requiring the continuous efforts and endeavors of all parties. To achieve that goal, the investor, consulting units, supervisors, and construction units must clearly define the specific goals and tasks of each individual, group, and team.

Each person needs to clearly understand their work, have a detailed and scientific work plan. At the same time, strengthen management and supervision, ensure construction is carried out in accordance with procedures, technical standards and labor safety.
