On the morning of July 14, in Hanoi , the Ministry of Science and Technology held a conference to review the results of science and technology activities, innovation and digital transformation in the first 6 months of the year and deploy tasks for the last 6 months of 2025. Minister of Science and Technology Nguyen Manh Hung chaired and directed the conference.

Regarding national digital transformation, the report at the conference said that in the first 6 months of 2025, there were 630 million transactions on the national data integration and sharing platform (reaching 73% of the annual plan); the rate of online records throughout the process was nearly 40%, improving the efficiency of public service provision; there are currently more than 75,000 digital technology enterprises operating stably; the postal and telecommunications sector grew strongly with revenue increasing by 12.8%; internet speed leading the region; digital economy accounts for 18.72% of GDP, up 10% over the same period...

At the conference, Deputy Minister of Science and Technology Pham Duc Long said that the Ministry of Science and Technology is determined to thoroughly resolve the areas with low mobile signal. Specifically, 238 villages with low signal have been provided with electricity. Telecommunications enterprises must urgently complete the infrastructure before August 31 and broadcast no later than the second week of September; for 117 villages without electricity, coordinate with the Ministry of Industry and Trade to direct the Vietnam Electricity Group to develop a power supply plan and assign telecommunications enterprises to survey and build infrastructure in sync with the power supply plan, to be completed before November 30; develop and submit to the Government for promulgation a resolution to support costs from the Public Telecommunication Service Fund for enterprises that have implemented it.

The Ministry of Science and Technology is also promoting the rapid development of the 5G network, striving to deploy 5G stations at least 50% of 4G stations by 2025 (expected to reach 68,457 5G stations by the end of 2025, equivalent to 57.5% of 4G stations, covering 90% of the population), towards 99% population coverage by 2030. At the same time, licensing and piloting controlled telecommunications services using low-orbit satellites (LEO) for businesses immediately after the businesses complete investment procedures and establish legal entities in Vietnam, with the goal of having licensed businesses able to officially deploy services in the fourth quarter.
With the submarine optical cable infrastructure, the Ministry of Science and Technology will support Vietnamese enterprises to deploy the construction of the first international submarine optical cable line owned by Vietnam, directly connecting to Singapore, ensuring the signing of an agreement with a partner in early 2026; by the end of 2025, continue to grant licenses to deploy at least 1 new submarine optical cable line; in August, launch the VSTN land optical cable line (Vietnam - Laos - Thailand - Singapore) with an initial capacity of 2 Tbps, expandable to 12 Tbps.
In August, the Ministry of Science and Technology will license the operation of an additional data center in Tan Thuan area (HCMC), with a total designed capacity of 20MW, an increase of 9% compared to the total capacity of Vietnam's data centers in June.
