On July 7, in Da Nang , the National Steering Committee against smuggling, trade fraud and counterfeit goods (National Steering Committee 389) held a conference on "Fighting against counterfeit goods, goods infringing intellectual property rights, and trade fraud in the new situation".
According to the report of the National Steering Committee 389, counterfeit goods are no longer limited to luxury products such as fashion and cosmetics, but have spread to almost all industries, from pharmaceuticals, food, functional foods to electronic components, auto parts, motorbikes, fertilizers, agricultural supplies... all products are at risk of being counterfeited.
Not only popular in big cities, counterfeit goods have also spread to rural, remote and isolated areas, through many forms such as e-commerce. The tricks are increasingly sophisticated, from packaging, labels to quality; many counterfeit goods even carry anti-counterfeit stamps, confusing consumers and causing difficulties for authorities.
In the first 6 months of 2025, the authorities nationwide inspected and handled 50,419 cases related to smuggling, trade fraud and counterfeit goods, down 21.45% over the same period last year. Of which, there were 10,836 cases of trading and transporting prohibited and smuggled goods (up 79.34%); 36,313 cases of trade fraud and tax fraud (down 34.14%); 3,270 cases of counterfeit goods and intellectual property rights violations (up 8.64%). The total amount of money collected for the state budget was more than VND 6,454 billion (up 6.39%). The authorities prosecuted 1,899 cases with 3,271 subjects (up 192.15% and 70.99%, respectively).
In the peak month from May 15 to June 15, 2025 alone, 10,437 violations were handled, including 1,936 cases of trading and transporting prohibited and smuggled goods; 6,870 cases of trade fraud and tax fraud; 1,631 cases of counterfeit goods and intellectual property rights violations. Over VND 1,278 billion was collected for the state budget; 204 cases with 382 subjects were prosecuted.

Throughout the process of implementing the work of combating smuggling, trade fraud and counterfeit goods, there has been direct attention and direction from the Prime Minister , Head of the National Steering Committee 389, ministries and branches... with the aim of fighting, preventing and repelling smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights to protect the legitimate rights and interests of people and businesses.
According to Mr. Do Hong Trung, Deputy Chief of Office, Standing Office of the National Steering Committee 389, this conference is of great significance in the context of the complicated situation of production and trading of counterfeit goods, goods infringing intellectual property rights and commercial fraud, causing great damage to the economy, affecting public health, undermining consumer confidence and hindering business development.
In the new situation, the fight against counterfeit goods, intellectual property infringement and commercial fraud requires drastic, comprehensive and synchronous participation from functional agencies, governments, businesses and consumers.
For businesses, it is necessary to strictly comply with legal regulations and national standards on product quality, proactively implement product protection measures such as registering trademarks, patents, and industrial designs domestically and internationally if there are international trade activities. At the same time, it is advisable to use high-tech anti-counterfeit stamps, secure barcodes, exclusive packaging designs, with unique identification marks, and regularly control and improve product quality.
E-commerce platforms need to increase their responsibility in controlling goods, ensuring a transparent and reputable business environment. This includes building a mechanism to control sellers, requiring the provision of valid documents, coordinating with trademark owners to protect brands, reviewing and removing infringing goods when warned, and taking joint responsibility if control is loosened.
For the authorities, it is necessary to improve the legal system, strengthen inspection and control at borders, airports and seaports. At the same time, apply digital technology to manage goods data from import, distribution to domestic circulation. Solutions such as product identification codes, traceability and ownership should be strongly deployed.
There needs to be close coordination between management agencies, businesses and e-commerce platforms to promptly detect and handle counterfeit goods, especially through feedback from consumers and genuine brands.
In addition, propaganda work needs to be promoted to raise public awareness, warn of the harmful effects of counterfeit goods, guide consumers on how to distinguish between real and fake goods and not to support the consumption of illegal goods.
