City residents benefit greatly from buying new motorbikes after the merger.

From July 1, 2025, new motorbike buyers in some localities, especially urban areas, will benefit greatly, possibly up to tens of millions of VND, thanks to changes in regulations on registration fees.

The merger of administrative boundaries of provinces and cities and the abolition of district level from July 1, along with some changes in registration fees, may benefit motorbike buyers.

Specifically, according to Decree No. 175/2025/ND-CP of the Government (effective from July 1, 2025), the first registration fee for motorbikes will be unified nationwide at 2%, instead of the 5% rate applied in centrally-run cities such as Hanoi , Ho Chi Minh City and provincial cities where the provincial People's Committee is headquartered as before.

This adjustment helps many people, especially in urban areas, save a "decent" amount of money when buying and registering new motorbikes.

Ms. Vu Thu Hoai in Thanh Xuan (Hanoi) is preparing to buy a Honda SH Mode worth about 65 million VND. As previously regulated, for the registration fee alone, she had to pay 3.25 million VND (equivalent to 5%), but from July 1, she only has to pay 1.3 million VND (equivalent to 2%).

Thus, by just slowing down for a short time, she saved approximately 2 million VND.

Similarly, Mr. Do Van Giang, residing in Thai Binh ward, Hung Yen province (formerly Thai Binh city, Thai Binh province) is planning to buy a Yamaha NVX 155 for 55 million VND.

With the new policy of "leveling" the registration fee at 2%, Mr. Giang will save nearly 1.7 million VND compared to the previous time, when Thai Binh was still the city where the Thai Binh Provincial People's Committee was headquartered (subject to a 5% registration fee).

For most popular motorbike models, a 3% reduction in registration fees can help buyers save from several hundred thousand to several million VND in rolling costs.

However, for high-value large-displacement motorbikes, this policy brings more obvious benefits, helping to reduce up to tens of millions of dong, a significant number for consumers.

For example, motorbikes like the Honda Gold Wing, with a listed price of about 1.3 billion VND. If registered in Hanoi or Ho Chi Minh City as before, you would need to pay about 61.5 million VND, now it is about 24.5 million VND, bringing savings of up to nearly 40 million VND.

Or a 2023 BMW Motorrad M 1000 RR priced at 1.6 billion VND, buyers after July 1 in major cities will have a similar discount of nearly 50 million VND compared to before.

The new Decree also transfers the authority to issue registration fee price lists from the Ministry of Finance to provincial People's Committees, creating more flexibility for adjustments according to market fluctuations.

These changes in registration fees are expected to stimulate the motorbike market, while at the same time, reducing the financial burden on people, especially those in urban areas, who need to own motorbikes for commuting and work.

Decree No. 175/2025/ND-CP amends and supplements Clause 4, Article 8 of Decree No. 10/2022/ND-CP on the LPTB collection rate according to the following percentage:

4. Motorcycles: The collection rate is 2%. For motorcycles paying registration fee for the second time or more, the collection rate is 1%.

Amend and supplement a number of points and titles of Clause 5, Article 8 as follows:

5. Automobiles, trailers, semi-trailers, 4-wheeled motor vehicles, 4-wheeled motor vehicles, specialized motorcycles, and vehicles similar to these types of vehicles: The collection rate is 2%. Except for the following types of vehicles:

a) Passenger cars with 9 seats or less (including passenger pick-up trucks): pay the first registration fee at a rate of 10%. In case it is necessary to apply a higher fee to suit the actual conditions in each locality, the People's Council of the province or centrally-run city shall decide to increase it but not more than 50% of the general fee prescribed in this point.

b) Double-cabin cargo pickup trucks, VAN trucks with 2 or more rows of seats, designed with a fixed partition between the passenger compartment and the cargo compartment, pay the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with 9 seats or less.

The Decree also amends and supplements Point d, Clause 5, Article 8:

d) Types of cars specified in Point a, Point b, Point c of this Clause: pay registration fee for the second time onwards at a rate of 2% and apply uniformly nationwide.

Based on the type of vehicle stated in the Certificate of Technical Safety and Environmental Protection issued by the Vietnamese Registry, the tax authority shall determine the registration fee for the vehicle as prescribed in this clause.
