Completed 2,815 houses for meritorious people
Since February 2023, Nghe An province has implemented a program to mobilize and support the construction and repair of houses for the poor and people with difficult housing circumstances. In April 2024, the Central Government launched a competition movement to "Join hands to eliminate temporary and dilapidated houses nationwide in 2025".
As of June 20, 2025, the province has completed supporting the construction and repair of 2,815 houses for people with meritorious services to the revolution and relatives of martyrs, reaching a rate of 86.46%. Currently, localities are making efforts to complete 100% of houses for people with meritorious services before July 31, 2025.
According to Mr. Nguyen Khac Duc - Deputy Head of Housing Management and Real Estate Market, Department of Construction: "Currently, the Central Government has not allocated capital, however, the province has approved 179.9 billion VND to complete a large volume of housing for people with meritorious services".
Mr. Duc also said that the delay in completing the house compared to the set schedule was due to the slow review and approval of subjects in need of support during the 2023 - 2025 period in some localities, which had to be adjusted and supplemented many times, and the number of approvals changed continuously, making it difficult to update and balance resources for implementation.
Besides, resource mobilization to implement the Program in some localities and units is not effective; updating data on screening, approving subjects, and funding support into the Program management software in some localities is not timely.
In addition, there are some other reasons such as: the family is in mourning and cannot start construction or repair; the family has a sick member and does not have enough funds to contribute to the amount of support to build a new house...
Urgently speed up progress
Implementing the leadership and direction of the Central Government and the Provincial Steering Committee, especially the conclusions of the Provincial Party Secretary and Head of the Provincial Steering Committee, in many localities in Nghe An, the Party Committee, government and people are united, working together and striving to complete the program according to the plan of Nghe An province before July 31, 2025.
During the implementation process, there have been many good and creative ways of doing things, receiving attention and support from all levels, sectors, units and people. Typically, in early 2023, the program of the whole population actively responding to support the poor to build prefabricated houses, chaired by Nghe An Provincial Police, was implemented in mountainous areas, within 6 months, 3,590 houses were completed and handed over; or the old Tuong Duong district (after merging into 9 commune-level administrative units including: Tam Quang, Tam Thai, Tuong Duong, Luong Minh, Yen Hoa, Yen Na, Nga My, Huu Khuong, Nhon Mai), a highland, remote and extremely disadvantaged locality, with the highest housing demand in the province. Before the merger, these communes launched a campaign for the entire population to carry out the "90 days and nights of building and repairing houses for the poor and people with difficult housing circumstances", starting from March 1, 2025 to June 14, 2025, starting construction on 1,632/1,632 houses (reaching a rate of 100%), handing over 1,260 houses to people for use.
Other localities also have many good and creative ways to implement the Program, such as: The movement to start construction simultaneously in one day in the old Quy Hop district (after the merger, there were 7 commune-level administrative units, including: (Quy Hop, Chau Hong, Chau Loc, Tam Hop, Minh Hop, Muong Ham and Muong Chong); the movement to support "Turnkey" for extremely disadvantaged households through the mechanism of the government recording debt for materials, hiring workers, and households only need to move into their houses in the old Que Phong district (after the merger, there were 5 commune-level administrative units, including: Que Phong commune, Tien Phong commune, Tri Le commune, Muong Quang commune and Thong Thu commune).
Regarding the housing construction program for people with meritorious services, on April 28, 2025, the Department of Home Affairs issued an official dispatch to implement the Project to support people with meritorious services to the revolution and relatives of martyrs in housing in the province. After nearly 3 months of implementation, agencies, departments, branches and localities have made efforts to participate and synchronously implement solutions.
As of June 20, 2025, many localities in the province have completed the set goals such as: the old Hoang Mai town (after the merger, there were 3 commune-level administrative units including: Hoang Mai, Tan Mai and Quynh Mai), the old Quy Hop district (after the merger, there were 7 commune-level administrative units, including: Quy Hop, Chau Hong, Chau Loc, Tam Hop, Minh Hop, Muong Chong and Muong Ham) and the old Do Luong district (after the merger, there were 6 commune-level administrative units including: Do Luong, Bach Ngoc, Van Hien, Bach Ha, Thuan Trung and Luong Son).
According to the Provincial Steering Committee for Housing Construction for Meritorious People, in the coming time, the Department of Construction will coordinate with localities to continue to strengthen propaganda work, raise awareness and responsibility of Party committees at all levels, authorities, departments, branches, unions, cadres, party members and people for the Program to eliminate temporary and dilapidated houses for meritorious people, in order to create high unity, drastic action, and create combined strength to complete the program to achieve and exceed the set plan.
Along with that, continue to promote the connection and mobilize sponsors to support the Program, especially urge sponsors who have registered to complete the committed quantity as soon as possible. Focus on directing the mobilization of resources in terms of working days, materials, support from villages, clans, etc. to soon complete the Program together with State support.
