No pressure on progress, serious marking, ensuring candidates' rights
During the inspection trip on July 3, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong inspected the exam marking work at the Nam Dinh Exam Marking Council and worked with the Ninh Binh Provincial Exam Steering Committee.
Although newly established on the basis of merging three provinces, Ninh Binh quickly completed the Steering Committee and Examination Council right after the merger decision (July 1).
Director of Ninh Binh Department of Education and Training Nguyen Tien Dung said that the whole province has 46,667 candidates taking the exam (including 1,141 independent candidates). 376 officials participating in marking the exam have been fully trained, ensuring a serious marking process, no pressure on progress, and giving priority to the interests of candidates.
Deputy Minister Pham Ngoc Thuong highly appreciated the proactive spirit of Ninh Binh province. The facilities for marking the exam were fully prepared, the modern marking system was promptly supplemented.
Security forces, fire prevention and fighting, and electricity all coordinate smoothly to ensure absolute safety for the exam marking process.
Accurate marking, recognizing candidates' efforts
The Deputy Minister requested that the marking of the exams must be serious and not done carelessly. Especially for the Literature subject - the essay test, it is necessary to properly assess the ability and thinking of the candidates. The Ministry has issued open marking guidelines, but still ensures output standards and fairness.
All Councils must conduct at least 5% of the test scores to ensure uniformity and accuracy. If any irregularities are detected, they must be handled immediately so as not to affect the candidates' test results.
Proactive, uninterrupted grading
Previously, on July 2, Deputy Minister Pham Ngoc Thuong also inspected the exam marking work in Bac Ninh - the newly merged place from Bac Giang and the old Bac Ninh. The two exam marking boards continued to maintain stable operations without interruption.
The Department of Education and Training of Bac Ninh has prepared sufficient personnel and equipment, ensuring security and technical conditions. Training has been carried out seriously, examiners have strictly followed the procedures, and there have been no cases of inviting a third examiner.
Director of the Department of Quality Management Huynh Van Chuong requested that the scoring process must ensure accuracy, especially for the two 2006 and 2018 general education programs. The entry of scores must also be absolutely accurate and confidential before the announcement.
Deputy Minister Pham Ngoc Thuong acknowledged the close direction of Bac Ninh in promptly completing the Steering Committee on July 1, ensuring that there were no gaps in the exam marking process.
He emphasized that the marking process must be objective and accurate, ensuring the highest benefits for candidates, while at the same time maintaining strict discipline in speaking, closely coordinating, and accurately reflecting the test results of candidates.
