Thoroughly grasp, deploy, and concretize the policies and resolutions of the Party, the State, the Central Military Commission, the Ministry of National Defense , and the leadership and direction of the Party Committee, the Command of Military Region 7, the Party Committee, and the Command of Ho Chi Minh City, focusing on advising the City Party Committee and the City People's Committee to consolidate and enhance the military and defense potential, maintain and build a national defense foundation associated with the people's security posture, build defense zones, build strong armed forces, consolidate a solid "people's hearts posture" in operating a two-level local government close to the special urban characteristics and new strategic position of Ho Chi Minh City.

Accordingly, the City Command directed units to immediately stabilize the organization, thoroughly grasp, assign and assign tasks to officers, employees and soldiers; proactively adjust the plan to implement military and defense tasks, documents, plans and combat readiness plans (SSCD) in accordance with the new administrative boundaries and the nature, specific requirements and tasks of military and defense. The City Command surveyed and planned the arrangement of military and defense positions associated with the people's security positions in the defense area close to reality. Party committees and commanders of agencies and units stepped up propaganda and education for troops to deeply understand the position, significance and importance of merging administrative units, organizing two-level local governments, reorganizing local military agencies associated with implementing well the policy work...

In order to enhance the leadership of the Party Committee, the management and administration of the government in implementing the two-level local government in the implementation of military and defense work, the Party Committee and the City Command directed a comprehensive review of the system of legal documents related to the organization and operation of local military work, promptly amending and supplementing synchronously and uniformly in implementation. Agencies and units develop regulations on coordination and cooperation in leadership, command and operation of local military work, activities of regional defense command committees in all aspects of work, especially in force building, military recruitment; management and arrangement of training of reserve mobilization resources, militia and self-defense forces; training, combat readiness, logistics and technical support for military and defense tasks and civil defense work, prevention and control of natural disasters, epidemics, rescue, political security, and non-traditional security. The regulations and rules must ensure unity, strictness, and compliance with the functions, tasks, powers, mechanisms, and leadership principles of the Party, the management and operation of the government, and the organization and command work in effectively performing military and defense tasks in accordance with the law.

The Party Committee and the City Command focus on perfecting the organization and staffing, building a strong, compact, and regular force; a strong, widespread, and effective militia and self-defense force; and a large reserve force. Focus on directing units to promote the application of science and technology, digital transformation in management, implementation of military and defense tasks, improving the quality of training, combat readiness, training officers and soldiers to be proficient in techniques and tactics, applying well the experience and traditional fighting methods with modern combat methods close to the conditions and environment of combat. The City Command proactively develops a plan to coordinate with forces and units of the Ministry of National Defense and the Ministry of Public Security stationed in the area in joint operations and civil defense activities.

The City Command proactively advises on the effective implementation of the national defense and security education program for cadres, party members, students in the political system, schools, agencies, and enterprises; attaches importance to diversifying forms of propaganda and education for the people, especially students, workers, and laborers in industrial parks, export processing zones, coastal border areas, seaports, and ethnic minority areas; promotes the implementation of national defense education programs through competitions, seminars, and traditional education...

From the tradition and experience of building and fighting of the city's armed forces during the resistance war, the Party Committee and the City Command attach importance to directing the building of strong military commands of communes, wards and special zones (collectively referred to as commune-level military commands), as the core to carry out local military and defense tasks at the grassroots level, contributing to strengthening and consolidating a strong political system. Accordingly, the City Command advises the City Party Committee and the City People's Committee to deploy specific plans and programs that are both comprehensive, synchronous and long-term strategies, and carry out immediate tasks in operating two-level local governments; focusing on promoting the combined strength of the political system and forces at the commune level in carrying out local military and defense tasks synchronously, uniformly and effectively from the commune level.

The Command directs the selection and arrangement of cadres of the commune-level military command with qualities, qualifications, and capacity to advise and organize the implementation of local defense tasks, building a comprehensively strong commune-level military command associated with building a clean and strong military cell. The Party committee and the commune-level government proactively include military and defense tasks in the programs and work plans of the government and organizations as well as pay attention to creating favorable conditions in terms of facilities, funding, and resources to improve the effectiveness of training and operations of the commune-level military force. The commune-level military command proactively advises on building, managing, and developing the reserve force and assigning and organizing training and exercises in line with expertise and military branches, ensuring readiness to mobilize and mobilize forces when situations arise. The Commune Military Command reviews, develops plans and combat readiness plans close to the area and organizes practice to master the plans, especially in key areas, industrial parks, export processing zones, sea borders, etc. The Party Committee and the City Command strengthen direction, inspection, guidance, and supervision of the implementation of national defense tasks, detects and promptly removes difficulties and obstacles from the grassroots. On the other hand, the City Command also advises the City Party Committee and the City People's Committee to continuously invest in upgrading barracks, equipment, and defense works, ensuring training, combat readiness, and mechanisms to mobilize social resources to strengthen national defense potential; especially focusing on research and investment in defense technology infrastructure, strengthening urban defense capacity, developing defense industries, and dual-use enterprises to combine socio-economic development with strengthening and consolidating national defense and security, building and developing a sustainable, prosperous, civilized, and affectionate city.
