An Giang: Development choice for special location, unique potential

(Chinhphu.vn) – On the morning of July 14, An Giang Provincial Party Committee organized a scientific workshop on “Orientation for socio-economic development and comments on documents of the An Giang Provincial Party Congress, term 2025-2030”.

Attending the workshop were Vice Chairman of the National Assembly Le Minh Hoan; Prof. Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council; Prof. Dr. Vu Hai Quan, Director of Ho Chi Minh City National University; leaders of central departments, ministries and branches; former leaders of An Giang and Kien Giang provinces through the periods; scientists, experts, managers, and leaders of 102 communes and wards in the province.

Completing the development orientation of An Giang province in the new period

Speaking at the workshop, Secretary of An Giang Provincial Party Committee Nguyen Tien Hai stated: An Giang province is facing a historic opportunity to promote its role as "a strong marine economic center of the country, becoming a dynamic economic region", because An Giang has all the elements of "plains, mountains, seas, islands, borders", with great potential for high-tech agriculture, marine economy, border trade economy, logistics, tourism and smart urban areas, especially high-quality tourism.

Accordingly, economic growth in the first 6 months of 2025, after consolidation, is over 8.1%; implementing 3 strategic breakthroughs with positive results, especially building connecting infrastructure, the province achieved and exceeded 31/40 targets of the Congress resolution for the 2020-2025 term.

The draft Political Report submitted to the An Giang Provincial Party Congress, term 2025-2030, identifies the goal that by 2030, An Giang province will be a fairly developed province in the country, a strong marine economic center of the country, Phu Quoc special zone will reach international stature, Rach Gia will be a political, administrative, commercial and comprehensive service center, the Long Xuyen - Chau Doc - Rach Gia - Ha Tien quadrangle will be the driving force for industrial development, logistics and cultural and ecological tourism, a center for research and development of varieties and production of agriculture, aquaculture, medicinal herbs, and border economic development...

To complete the province's socio-economic development orientation, An Giang Provincial Party Secretary Nguyen Tien Hai suggested that delegates focus on discussing and clarifying a number of key issues of the province: An Giang province's development orientation, key tasks, strategic breakthroughs; major orientations for socio-economic development to 2030, with a vision to 2045; planning orientation for An Giang province to develop rapidly, harmoniously and sustainably, especially developing Phu Quoc into an international-class special economic zone; integrated approach to marine economy, border trade economy and domestic economy, becoming new growth drivers of An Giang economy.

At the same time, give opinions on growth suitable to the specific conditions of the province, orientation of economic structure of sectors; breakthroughs of An Giang province in the new period; solutions to ensure security, livelihood, culture and sustainable environment; mechanism of operating 2-level government; international experience on development issues; solutions to ensure national defense and security, foreign affairs and give comments on the draft Political Report to be submitted to the Provincial Party Congress for the term 2025-2030.

Great determination, transforming pressure into opportunity at a historic moment

Speaking at the workshop, Prof. Dr. Ta Ngoc Tan emphasized: An Giang province has a very special and unique geopolitical and economic position. That is the outstanding potential and strength, owning 3 special zones, international maritime traffic axis, green - circular - high-tech agriculture, diverse - unique tourism, dynamic border trade economy, very large population and area with 102 communes and wards...

An Giang province needs to quickly organize the smooth and effective operation of the new governments, especially at the current commune and ward levels, because this level is "shouldering" a great responsibility in planning local development plans, the relationship between the commune and provincial levels in directing implementation, the commune level solves people's immediate problems, and best ensures people's lives...

Selecting and arranging staff is a vital issue in the political system, especially at the commune and ward levels. It is necessary to retain talented and capable people who make the highest contributions to the apparatus; promote digital transformation in management, such as applying AI in social life, to serve the development of An Giang province in the coming time.

Referring to the socio-economic development orientation of An Giang province, Associate Professor, Dr. Bui Van Huyen, Director of the Institute of Economics, Society and Environment (Ho Chi Minh National Academy of Politics) said that An Giang has the largest economic scale in the Southwest region, tourism accounts for 15% of the country, and a population of nearly 5 million people (ranked 3rd in the country)... With these very unique and special comparative advantages, Mr. Bui Minh Huyen raised the question: What development orientation will An Giang choose in the future?

According to Associate Professor, Dr. Bui Van Huyen, mixed development is a suitable choice for 6 major orientations: 1 unity (merging 1 province, creating a vision, an action, a belief), 2 connecting axes (intra-regional axis with Vam Cong - Rach Soi route as the backbone route promoting the comprehensive economy towards connecting Ha Tien and Phu Quoc; horizontal axis of Chau Doc - Can Tho - Soc Trang expressway to connect with the Mekong Delta towards Tran De port), 3 breakthroughs (economic breakthrough, infrastructure breakthrough, breakthrough in IT application and digital transformation); 4 development pillars (development in science and technology, innovation and digital transformation; development of private economy; perfecting development institutions; strengthening integration, cooperation, regional - international linkage); 5 key areas (including Rach Gia, Long Xuyen, Phu Quoc, Chau Doc, Ha Tien), 6 development categories (including: Project to review planning, project to develop Long Xuyen quadrangle, Phu Quoc special zone, border gate economy, marine economy; project to develop private economy; infrastructure development program; human resource development project; project to shift the provincial economic structure).

From another perspective, Dr. Tran Dinh Thien believes that in the current context of an abnormal world due to instability leading to high uncertainty, we must have different thoughts and perceptions, because of new things.

We are facing a historic opportunity for the country. "This requires us to have great determination not to miss this historic opportunity. Therefore, we need sudden and breakthrough solutions to transform those pressures into development opportunities with smart strategies to solve this problem," Dr. Tran Dinh Thien analyzed.

Many comprehensive solutions to help An Giang develop quickly and harmoniously

Speaking at the workshop, Vice Chairman of the National Assembly Le Minh Hoan emphasized: An Giang - Kien Giang have joined forces in the shape of the new An Giang province, not only expanding in area and boundaries, but also creating a new space of opportunity. An Giang is now both the source and the end of the river; has both wetlands and land transitioning to the sea; is both a production area and a diverse and unique ecosystem.

An Giang is now a land of convergence: Melaleuca forests, acid sulfate soil, rice fields, sacred mountains and big rivers; there is Hau River, Vinh Te Canal, the West Sea, and a border with neighboring Cambodia; shrimp and rice fields with rotation, aquaculture areas along forests, coasts, and islands, diverse religious festivals, tourist areas that attract a large number of visitors, fishing villages, and farming villages that have been together for generations.

On that basis, the Vice Chairman of the National Assembly said that An Giang agriculture needs to integrate multi-level and multi-sector to optimize value per unit area.

Accordingly, restructuring the agricultural sector according to economic thinking, in the era of artificial intelligence and green economic orientation, is an urgent requirement. Instead of dividing the sector into single sectors, separating agriculture from forestry or fishery, it is necessary to approach with a new mindset: Agriculture as a multi-layered, multi-sector ecosystem, where all values are integrated and closely linked.

It is the ecological value of growth and development of agriculture without damaging the quality of land, water resources, forests, aquatic resources, and without causing negative impacts on the environment.

Economic value is associated with increased productivity, but must ensure quality, product diversity, and be linked to the constantly changing needs and requirements of the global market; not only paying attention to selling prices, but also focusing on optimizing production costs and optimizing input costs effectively; promoting the power of cooperative economy, of joint buying - joint selling, of "sharing benefits - sharing risks".

Besides, there are social and cultural values, linking agriculture with community capacity building, tourism, education, cultural identity, and indigenous resources.

With technological value - knowledge produced associated with the application of smart utilities, digital transformation, and climate change forecasting.

"An Giang's innovation value is not only a 'raw material area', but also a warehouse of new ideas," said Vice Chairman of the National Assembly Le Minh Hoan.
