Circular 68/2025 of the Ministry of National Defense stipulates that citizens with myopia greater than 1.5 diopters or hyperopia of all degrees will not be called up for military service.

The Ministry of National Defense has just issued Circular No. 68/2025/TT-BQP, supplementing a number of articles of Circular No. 148/2018/TT-BQP dated October 4, 2018 on selecting and calling citizens to join the army.

Some of the amendments focus on the conditions, subjects eligible for deferment, exemption, and the process of organizing military recruitment and military assignment.

Circular provisions: Citizens with myopia greater than 1.5 are not called to join the Army.

The Circular provisions: "Citizens with refractive errors of myopia greater than 1.5 diopters or more, hyperopia of all degrees; BMI less than 18.0 or greater than 29.9 shall not be called up for military service" (Point c, Clause 3, Article 4).

Regarding health standards, the principle of selecting citizens who meet type 1, type 2 and type 3 according to Circular 105/2023/TT-BQP remains the same. This circular clearly states: "Select citizens who meet type 1, type 2 and type 3 health according to the provisions of Article 5, Article 6 of Circular No. 105/2023/TT-BQP dated December 6, 2023 of the Minister of National Defense" (Point a, Clause 3, Article 4).

The Circular provisions: “The list of citizens eligible for temporary deferment and exemption from military service must be made public on the commune-level electronic information portal and publicly posted at the headquarters of the commune-level People's Committee, agencies, organizations and places of residence... within 20 days from the date the Chairman of the Provincial People's Committee signs the Decision” (Clause 4, Article 5).

In addition, the Circular adds regulations for cases of special difficulty: "Being the only worker who must directly support relatives who are no longer able to work or have reached not working age; in a family that has suffered serious damage to people and property due to accident, natural disasters, or dangers confirmed by the People's Committee at the commune level" (Point b, Clause 1, Article 5).

People's Committees at all levels are responsible for comprehensively implementing military recruitment work. In particular, the People's Committees at the commune level must: "Organize preliminary selection; make a list of people called for medical examination for military service and hand it over to the Medical Examination Council and the Regional Defense Command... to review citizens for military service" (Point c, Clause 3, Article 6).

The information that needs to be made public includes: “The military recruitment quota assigned by the province to the commune; conditions and standards for military recruitment; cases of temporary postponement of military service and exemption from military service; list of citizens eligible for military service; list of citizens eligible for military service; results of preliminary health screening... list of citizens selected for military service and ready to join the army” (Point d, Clause 3, Article 6).

The Circular also assigns responsibility to the People's Committee at the commune level in "directing the Military Service Council... to register the size of military uniforms for each citizen and notify the military receiving unit to ensure distribution according to regulations" (Point h, Clause 3, Article 6).

According to the Circular: "The compensation period shall not exceed 15 days from the date of military handover; the compensation rate shall not exceed 2% compared to the military handover target of the locality with the unit" (Clause 3, Article 7).

The review and handling of compensation is carried out by the receiving unit within 10 days from the date of receiving the troops, and at the same time "agree with the Regional Defense Command and the People's Committee at the commune level to prepare a document and carry out the handover of the compensated troops (if any) at the unit" (Clause 4, Article 7).

According to the Circular, the Provincial People's Committee presides over the organization of the military enlistment ceremony "to ensure compliance with regulations, solemnity, speed, safety, economy, and to create an exciting atmosphere for the military enlistment day" (Clause 2, Article 11).

Circular No. 68/2025/TT-BQP takes effect from July 1, 2025. Relevant agencies, units and localities are responsible for deploying and organizing implementation in accordance with regulations. The Ministry of National Defense affirmed that this amendment aims to improve the quality of military recruitment, increase publicity, transparency and create consensus among the people.
