The province merger and the two-tier government model were implemented quickly. As of June 12, the country had 34 provincial-level administrative units (28 provinces and 6 cities); as of July 1, this model officially operated nationwide.
As of July 7, on Google applications such as Google Search, Google Maps, Gemini... search results are still showing information about old administrative boundaries, the search integrated with artificial intelligence is still showing information about 3-level government, instead of the 2-level model.
The fact that Google has not updated information on the merger of provinces and two-level governments makes it difficult for people who are used to using chatbots to look up information, especially in situations such as registering residence, sending goods, declaring taxes, looking up administrative areas or building geographically integrated applications.
Change cannot happen overnight.
Regarding the above issue, answering Tuoi Tre Online , data technology expert, Mr. Le Minh - CMC TS technology director - explained that updating administrative boundary information on Google platforms does not actually happen immediately, but needs to go through a data verification and synchronization process.
Change cannot come from just one side, for international platforms like Google, especially Google Maps, updating administrative data depends on both factors: official data provided by state agencies and feedback from the user community.
Mr. Le Minh emphasized, "legal data such as administrative boundaries must be updated from official sources.
Google only accepts to edit administrative elements when there is evidence from competent authorities or organizations. Therefore, the proactive role of the Government and relevant ministries in providing, verifying and promoting data synchronization is a prerequisite."

Searching and answering questions on Google's search engine has strongly integrated artificial intelligence (AI), which helps users quickly get answers, instead of wasting time searching.
But the process of merging provinces and implementing a two-tier government model in Vietnam has turned old data into false information. According to technology experts, this will force Google to adjust its AI system.
Mr. Le Minh analyzed that with AI models like Gemini, information is provided through two main sources: periodically trained background models and real-time data from the Internet or verified sources.
When there are major administrative changes such as province mergers or the implementation of a two-tier government model, AI will not be able to "understand" itself if the data warehouse has not been updated or the model has not been fine-tuned.
"There needs to be a process of refining the model or updating the data system that AI uses to retrieve. Without this, AI will continue to reflect outdated information, even though it can give very convincing answers," Mr. Le Minh affirmed.
Vietnamese AI chatbot helps people look up new administrative units
Right after the whole country celebrated the moment of announcing the establishment of new provinces/cities, wards/communes, Viettel launched an AI assistant that can be used via the web to look up all information about new administrative units for all people completely free of charge.
People can use the AI assistant via the web platform at https://tracuuphuongxa.trolyao.org/ to look up information about new administrative units from personal computers, tablets, and smartphones.
With this tool, people can get information about new administrative units including 34 provinces and cities and 3,321 communes and wards that can be looked up quickly and accurately.
