In a friendly atmosphere, Permanent Deputy Minister Le Hai Binh shared the successes of the 3rd Da Nang International Film Festival (DNIFF), emphasizing the growing development and prestige of this event in terms of scale, quality and foreign information significance.
Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh received a delegation of senior leaders of the Motion Picture Association of America (MPA) led by Ms. Urmila Venugopalan, President and CEO of Asia- Pacific region.

Following the previous fruitful discussions, Ms. Urmila Venugopalan said that the Motion Picture Association of America is actively finalizing the contents of a Memorandum of Understanding (MOU) on film cooperation between the Ministry of Culture, Sports and Tourism of Vietnam and the Motion Picture Association of America and expressed her hope that the MOU will be signed soon.
This will be a milestone affirming the strong commitment of both Vietnam and the United States in promoting the development of the film industry, creating a breakthrough from the traditional cooperation framework, creating a legal basis for film cooperation between the two countries to become more substantial and effective.

The MoU is expected to focus on key pillars of cooperation between the two parties such as diversifying and improving content quality, investing heavily in local talent and stories, sharing professional management and distribution experience, and developing e-commerce and copyright protection.
Within the framework of the MoU and broader trade agreements, the two sides will have in-depth discussions on cross-border platforms, digital trade and especially copyright issues. MPA highly appreciates Vietnam’s efforts in combating copyright infringement and will continue to cooperate to strengthen the legal framework, improve enforcement efficiency, and create a transparent and healthy business environment for the film industry.

Permanent Deputy Minister Le Hai Binh hopes that Hollywood’s extensive experience and advanced filmmaking technology will play an important role in supporting Vietnam in developing diverse film genres. From light romantic films, epic historical films to emerging genres such as fantasy, etc., this cooperation will help Vietnamese filmmakers access world-class storytelling, production and post-production techniques. Vietnamese filmmakers are increasingly demonstrating creativity in their approach to content, and support from MPA will help them turn unique ideas into high-quality works that attract global audiences.
Ms. Urmila Venugopalan said that MPA’s top priority for Vietnam is to encourage its members, especially streaming services such as Netflix, to increase investment in Vietnamese stories and content. This not only creates a golden opportunity for Vietnamese filmmakers, actors and production teams, but also serves as an effective channel to promote Vietnam’s unique culture, people and landscapes to audiences around the world through MPA’s extensive distribution network. This investment will include co-production, licensing and financial support for potential projects.
In addition, MPA will support the Ministry of Culture, Sports and Tourism in enhancing the management capacity of the film industry, including developing effective policies, streamlining licensing and management processes, and optimizing film distribution methods in the digital age.
Permanent Deputy Minister Le Hai Binh said the extensive cooperation between the Ministry of Culture, Sports and Tourism and MPA is expected to create a positive development cycle for the entire Vietnamese cinema ecosystem.
Specifically, the cooperation between the two sides will increase direct investment, encourage international production in Vietnam; reduce copyright infringement and develop high-quality human resources. When Vietnam has a favorable legal and policy environment, US film studios and streaming services will be willing to invest directly in the Vietnamese market.
This not only brings in significant capital but also transfers advanced technology and production techniques, helping Vietnam become an attractive destination for international film projects, thereby promoting the image of the country, culture and people of Vietnam to the world, while boosting the tourism industry.
The abundance and easy access to high-quality, legal content will gradually reduce the demand and incentive for piracy, help protect the rights of creators and producers, and create a transparent and competitive business environment.
In addition, developing high-quality human resources will open up training programs and expert exchanges, helping Vietnamese film crews improve their professional skills and keep up with global trends, from screenwriters, directors, actors to post-production technicians.

The Deputy Minister also said that the Ministry of Culture, Sports and Tourism is actively reviewing and considering current regulations, especially Decree 71, to reduce barriers to market access and improve access to high-quality content. Issues related to defining the concepts of film and non-film, as well as streamlining procedures related to licensing and joint ventures, are being given priority consideration to create a more favorable and flexible business environment for foreign investors.
In addition to signing the Memorandum of Understanding, the two sides also discussed plans to organize Vietnamese Cultural Days in Washington DC and New York in October this year to celebrate the 30th anniversary of the normalization of Vietnam-US diplomatic relations, including traditional art performances, exhibitions and especially screenings of Vietnamese films. This is a great opportunity for Vietnamese culture to be more widely introduced in the United States, thereby strengthening the Comprehensive Strategic Partnership between the two countries.

Ms. Urmila Venugopalan shared that although the United States does not have a separate Ministry of Culture, it sees itself as a "de facto Ministry of Culture" of the US film industry and is committed to working closely with the Ministry of Culture, Sports and Tourism to turn the above ideas into reality.
