In Tan Dinh commune, in the early days, many people came to resolve administrative procedures at the commune's Public Administration Service Center. Mr. Ngo Van Thang, a resident of Dau village, came to resolve death registration procedures for his relatives and commented: "The Center's staff gave me very enthusiastic and open instructions. If I was missing any documents, they immediately guided me to complete them. Thereby, helping people like us not to have to go back and forth many times."

Comrade Dang Huu Dang, Vice Chairman of the People's Committee, Director of the Tan Dinh Commune Public Administration Service Center said: The center is arranged with an area of approximately 200 m² with existing facilities and equipment to basically ensure service for the people. Through assessment, although it has just been put into operation, the settlement of administrative procedures is quite convenient and orderly, the staff quickly accesses the software, steps, and procedures for receiving and resolving.
Tan An Ward Public Administration Service Center has 2 reception and result return rooms (each room is about 40 m²) with fully equipped computers, photocopiers, printers, and network systems. Thanks to that, the settlement of administrative procedures is quite smooth. From July 1 to July 5, on average, 300 to 350 administrative procedure files are received and resolved each day.
As an area with high population density and concentration, with careful and thoughtful preparation of conditions, receiving and handling administrative procedures for people of Kinh Bac ward is quite convenient. Having received all the facilities of the Bac Ninh City Public Administration Service Center (old), Kinh Bac Ward Public Administration Service Center has relatively synchronous and modern equipment to meet the requirements and tasks from July 1. Following the direction and guidance of the Provincial Public Administration Service Center and the Party Committee and People's Committee of the ward, since the end of June, the Center has proactively deployed, reviewed the contents, tasks, assigned and arranged staff to keep up with the work, ensuring the smooth handling of administrative procedures for people and businesses.
Effectively resolve arising problems
Before the merger, especially in the last two weeks of June, the central ministries, branches and sectors issued a series of decisions to amend, supplement, abolish and issue new administrative procedures, so in a very short time, the province had to "localize" and publicly announce on the National Public Service Portal dozens of decisions, along with thousands of administrative procedures that had to be amended and supplemented. Next, it is necessary to configure and apply to the software deployed in the new Bac Ninh province such as: Unifying and updating the list and tasks of officials of departments, branches and localities to create accounts, procedures for receiving and handling administrative procedures; connecting with the National Public Service Portal to ensure the submission of administrative procedure settlement dossiers on the National Public Service Portal from July 1st, in a unified and interconnected manner...

Comrade Nguyen Ngoc Nam, Director of the Provincial Public Administration Service Center, said: “To handle that workload, the Center has focused on assigning and arranging staff to perform tasks. In particular, coordinating with Bac Ninh Telecommunications, sending staff to work at 100% of the Public Administration Service Centers of communes and wards in the first days with the spirit of “holding hands and showing work” to promptly support staff in resolving difficulties and problems related to the software system, accounts, VNeID login, and interconnected public services…”.
Along with supporting communes and wards, the Center actively coordinates with departments and branches to guide the implementation of configuration to meet online public services such as: Configuration of units receiving and processing records, configuration of internal procedures, electronic procedures, electronic forms related to administrative procedures... Mr. Nguyen Dinh Hai, a specialist at the Office of the Department of Agriculture and Environment, said: "Currently, the unit is implementing about more than 290 related administrative procedures. In the past few days, I have been guided by the staff of the Provincial Public Administration Service Center to configure the procedures of departments, offices, and organizational units so that citizens and organizations can submit records and officers can handle records to ensure consistency and smoothness".
However, currently, the administrative procedures issued by some central agencies, especially the procedures in the fields ofeducation , agriculture and environment, have undergone major changes, amendments and abolition of many contents. Therefore, the province needs time to implement the announcement and issuance of internal procedures. A part of the people and businesses are not familiar with the operations on the National Public Service Portal. In some departments and branches, the electronic procedures have not been completed synchronously...
Faced with that reality, the Provincial Public Administration Service Center is urgently coordinating to support and guide units and localities to resolve arising problems as soon as possible. At the same time, it is actively coordinating with departments, branches and sectors to develop internal procedures, electronic procedures attached to software, standardize operating procedures; advise on the implementation of self-printed receipts on the provincial administrative procedure settlement information system according to Official Dispatch No. 9494/BTC-CT dated June 27, 2025 of the Ministry of Finance while waiting for units to register bank accounts for online payment via the National Public Service Portal... Thereby ensuring the system operates smoothly and seamlessly, creating the most favorable conditions for people and businesses in settling administrative procedures.
Regarding facilities, under the direction of the Chairman of the Provincial People's Committee, the Provincial Public Administration Service Center is guiding communes and wards to review and register the need for machinery and equipment. From there, the Center will synthesize and work with the Department of Finance to allocate funds to communes and wards to purchase synchronous equipment according to regulations.
