In the period of 2021 - 2025, the 3 national target programs implemented in Son La province have received close instructions from the Provincial Party Committee, People's Council, and Provincial People's Committee; the participation of the entire political system and the consensus of the people of all ethnic groups. Thanks to that, the organization and implementation of the programs have achieved many positive results, contributing significantly to the local socio-economic development.
In particular, the national target program on new rural construction has achieved many comprehensive results. With the motto "New look - New life", up to now, Son La has 74 communes meeting new rural standards, 11 communes meeting advanced new rural standards; 82 villages meet new rural standards, of which 28 villages have met model new rural standards. Son La city maintains meeting new rural standards; Quynh Nhai district has recognized and announced 11/11 communes meeting new rural standards, basically completing the set of criteria for new rural districts. Rural infrastructure continues to be invested in and significantly improved; social security is guaranteed; the groundswell political system is consolidated.
One of the highlights contributing to the province's sustainable poverty reduction results is the completion of the Project to eliminate temporary and dilapidated houses in the 2020-2025 period.
The national target program on sustainable poverty reduction has achieved impressive results. Livelihood models, job support, vocational training, policy credit, etc. have been flexibly implemented, contributing to creating sustainable jobs and improving people's income. One of the highlights contributing to the province's sustainable poverty reduction results is the completion of the Project on eliminating temporary and dilapidated houses in the 2020 - 2025 period with results exceeding the plan. Up to now, Son La has completed the construction of 3,058 houses for poor households, 221 more than the set target. This achievement not only improves living conditions, but also contributes to raising the spirit and will to rise of the disadvantaged people.
In addition, Son La province also focuses on supporting livelihoods and creating vitality for the poor through many synchronous solutions. In the recent period, more than 9,300 workers were supported in job connections, more than 13,000 people from poor and near-poor households were trained in vocational skills, opening up opportunities to change careers and increase income in a sustainable way. Programs to support medical examination and treatment, and education for students and poor people were also fully and promptly implemented.
This has contributed to reducing the poverty rate of the whole province to 10%, with an average reduction of over 3% per year, exceeding the target set in the National Target Program for Sustainable Poverty Reduction. Thus, through the positive results, it can be seen that the lives of thousands of households, especially in remote areas where ethnic minorities live, are improving increasingly.
Along with that, the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas has gradually improved the material and spiritual life of the poor, ethnic communities in particular and rural people in general. People have had more convenient access to the State's support policies; the level of access to basic social services has been raised.
In addition to the achieved results, the implementation of national target programs still faces some difficulties and obstacles such as: Project preparation and implementation in some localities are still confusing; maintaining and improving the quality of new rural areas after reaching the standards is not sustainable; capital disbursement progress is still slow; production linkages are still fragmented and unsustainable; capacity of grassroots cadres is not uniform; propaganda, training and coaching work is not regular; emulation movements are still disjointed between programs. In particular, the rearrangement of commune-level administrative units has caused some newly merged communes to not have communes meeting new rural standards such as in Sop Cop district.
Thereby, to continue to effectively implement national target programs, Son La province clearly identifies the goals and solutions to overcome difficulties in the coming period. The province will continue to promote propaganda, raise awareness, promote the role of both the political system and the people; replicate effective models, encourage people to actively participate in program implementation. Continue to review and adjust mechanisms and policies in accordance with new regulations and practices when organizing the 2-level local government apparatus.
At the same time, focus on mobilizing, integrating and effectively using resources, prioritizing especially difficult areas and vulnerable groups. Improve the capacity of program implementation staff, especially at the commune and village levels; innovative training in a practical, accessible and appropriate manner for each target group./.
