According to data released by the Department of Population ( Ministry of Health ), the total fertility rate (TFR) in 2024 of 34 provinces/cities under the Central Government after the arrangement has changed. From 21 provinces and cities with a fertility rate below the replacement level (below 2.1 children/woman), now only 13/34 localities fall into this group.

The five provinces with the lowest birth rates in the country are Ho Chi Minh City (1.43 children/woman), Tay Ninh (1.52), Can Tho (1.55), Ca Mau (1.58) and Vinh Long (1.60). On the contrary, the three provinces with the highest birth rates are Dien Bien (2.65), Tuyen Quang (2.55) and Lao Cai (2.5).

Ha Tinh has a birth rate of 2.41 children/woman, belonging to the group of 18 provinces with birth rates from replacement level to below high level (from 2.1 to below 2.5).
It is known that before the merger, Ho Chi Minh City was also the locality with the lowest birth rate (1.39 children/woman), while Ha Giang had the highest (2.69 children/woman).
After the merger, provinces with low fertility rates will continue to be encouraged and supported to maintain replacement fertility and avoid premature population aging.
According to the Department of Population (Ministry of Health), after merging provinces and cities, some localities recorded changes in birth rates - an important indicator in the Population Strategy to 2030, greatly affecting socio-economic development.
Last June, the National Assembly Standing Committee passed a decree amending Article 10 of the Population Decree, allowing each individual and couple to decide for themselves the timing, number and spacing of their children, in accordance with their health, income and living conditions.
According to the latest data from the General Statistics Office, the birth rate in Vietnam in 2024 is 1.91 children/woman, down 0.05 children/woman compared to 2023. Vietnam's birth rate is forecast to continue to decrease in the coming time. In order to encourage births, many localities issued support policies before July 1.
