Accordingly, the subjects of selection are citizens who have achieved health level 1, 2 and 3 as prescribed in Articles 5 and 6 of Circular No. 105/2023 regulating health standards and health examinations for subjects under the management of the Ministry of National Defense .
The Ministry of Defense does not call up people with nearsightedness over 1.5 diopters for military service.

In particular, the Ministry of National Defense will not call up citizens with myopia greater than 1.5 diopters, farsightedness of any degree, or BMI (Body Mass Index) less than 18 or greater than 29.9 for military service.
According to Circular 105/2023, the classification of health for military service will be based on two main criteria: physical fitness and illness. Citizens participating in military service must achieve health category 1, 2 or 3. In which, the BMI index is calculated as follows: category 1 is 18.5 - 24.9; category 2 is 25 - 26.9; category 3 is 27 - 29.9.
Health classifications include: type 1 - all indicators score 1 (very good health); type 2 - at least 1 indicator scores 2 (good health); type 3 - at least 1 indicator scores 3 (fair health); type 4 - at least 1 indicator scores 4 (average health); type 5 - at least 1 indicator scores 5 (poor health); type 6 - at least 1 indicator scores 6 (very poor health).
Circular No. 68/2025 also amends the responsibilities of commune and provincial levels in military recruitment. Accordingly, the Provincial People's Committee shall implement and direct military recruitment; grasp the number of citizens subject to military recruitment who are present and absent in the locality; organize training for officers and employees participating in military recruitment; direct the implementation of preliminary selection, medical examination, and strict approval, ensuring democracy, fairness, publicity, and transparency...
Establish regional military service health examination councils and military service health examination teams suitable for each locality and assigned targets, ensuring adequate composition and equipment according to regulations.
The Chairman of the Provincial People's Committee directs and signs decisions on organizing the review and approval of temporary deferment of military service and exemption from military service to ensure strictness, democracy, fairness and transparency.
The People's Committee at the commune level directs the villages to organize elections and propose male citizens of military service age to go through the preliminary selection to perform military service according to regulations; organize the preliminary selection, make a list of people called for military service health check-ups and hand it over to the health check-up council and the regional defense command; call for military service health check-ups (the number of calls for health check-ups must not exceed 4 times the quota for military service).
Publicly announce on the electronic information portal and post at the headquarters of the People's Committee at the commune level, agencies, organizations, and community activities of the villages the following contents: military recruitment quotas assigned by the province to the commune; conditions and standards for military recruitment; cases of temporary postponement of military service and exemption from military service; list of citizens eligible for military service, eligible for military service and temporary postponement of military service, exemption from military service; results of preliminary health screening, health classification; list of citizens selected for military service and ready to join the army.
