The General Staff of the Vietnam People's Army established a working delegation of the Ministry of National Defense to participate in the Forward Command Center in Military Region 4. The General Department of Politics of the Vietnam People's Army directed the People's Army Newspaper, the Army Radio and Television Center and units to do a good job of propagating and reporting on the activities of the army to help people respond to and overcome the consequences of storm No. 5, flash floods, landslides and search and rescue.

The General Department of Logistics and Technology, the General Department of Defense Industry, and the General Department II, according to their functions and tasks, shall strengthen direction, urging, and inspection of subordinate units to do a good job of responding to storm No. 5, overcoming the consequences of rain, floods, landslides, rockslides, ensuring the safety of warehouses, factories, weapons and equipment; ensuring good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome the consequences when situations arise.

Military Region 4 coordinates with localities to organize delegations to inspect, urge, and direct the implementation of response work to storm No. 5 and post-storm floods in the provinces; organize forces and means to cover key areas at risk of incidents caused by storms in the provinces, especially Nghe An, Ha Tinh , and Quang Tri, to promptly and effectively handle situations, avoiding being passive or surprised. Take the lead in coordinating with Nghe An province to establish the Government's forward command post at the Military Region Command to direct and operate response work to storm No. 5, connecting online television from the forward command post to provinces and cities in the Military Region.

The Navy, Coast Guard, and Border Guard are ready with forces and means to be on duty, conduct search and rescue operations at sea when ordered. The Air Defense-Air Force and Army Corps 18 are ready with forces and means to conduct search and rescue flights by air; transport food, provisions, and necessities to isolated areas when ordered by the Ministry. The Military Industry-Telecoms Group ( Viettel ) ensures uninterrupted communication from the Government's forward command post in Military Region 4 to the central provinces affected by storm No. 5.
