Vinh Phuc Employment Service Center receives and processes applications quickly, simplifies administrative procedures, and ensures the rights of workers.
According to the Government's decrees on decentralization and delegation of authority when implementing the 2-level local government model, there are nearly 280 administrative procedures (APs) assigned to the commune level for settlement in areas such as: agriculture and environment; industry and trade; health; construction... The settlement of APs is carried out according to the one-stop, one-stop mechanism at the Public Administration Service Center at the provincial and commune levels and the National One-stop Public Service Portal serving people and businesses.
To continue promoting the achieved results, ensuring the smooth, effective and uninterrupted implementation of administrative procedures, the Party Committees and authorities of communes and wards in the province have quickly stabilized the organizational structure, arranged staff, directed advisory and support agencies to adjust internal procedures, ensure the implementation of administrative procedures, and provide public services. Publicizing the address of the headquarters and the list of administrative procedures received and returned at the Public Administration Service Center of the commune and ward aims to create favorable conditions for individuals and organizations to access and implement administrative procedures. The merger and expansion of the commune level and the abolition of the district level government will have initial difficulties in handling administrative procedures for people, due to changes in the administrative apparatus and working processes, but in the long term, it will create favorable conditions, improve operational efficiency and provide better services to people.
Dao Tru commune was established on the basis of merging the entire natural area and population of two commune-level administrative units, Dao Tru and Yen Duong, in Tam Dao district, Vinh Phuc province (old). The commune has a population of more than 24,700 people, of which 73% are ethnic areas.
The new administrative unit's office as well as the commune's Public Administration Service Center are located at the People's Committee of Dao Tru Commune (old), creating favorable conditions for people to carry out administrative procedures. Now, people in villages far from the commune center such as Dong Qua, Vinh Ninh (bordering Tuyen Quang province) when carrying out administrative procedures at the commune's Public Administration Service Center only have to travel about 3-4 km instead of more than 17 km to the Reception and Results Department of Tam Dao district before.
With the new government model, job positions have been arranged and assigned in accordance with the capacity and tasks of each civil servant, while also requiring each cadre and civil servant to promote their full potential and contribute to the development of the locality. Because the core task of the commune and ward government is to be close to the people, closely follow the people's living conditions to promptly solve practical problems, and serve the people better and better.
Tam Duong Commune Public Administration Service Center has 10 staff members with university degrees or higher. According to Mr. Bach Truong Giang, Deputy Director of the Center: To carry out administrative procedures smoothly and effectively, the Center has advised the Commune People's Committee to carry out tasks related to building e-government; deploying one-stop and one-stop mechanisms in handling administrative procedures for people and businesses in the area.

Along with the arrangement of human resources, equipment and machinery that the Center utilized from the previous Tam Duong District Reception and Results Department, it ensures the smooth settlement of administrative procedures.
During the first week of operation under the 2-level local government model, the number of people coming to the Transaction Center was relatively large, with an average of 20-30 citizens, organizations, and businesses coming to do administrative procedures each day. Because it was just put into operation, everything was new, so all officers and civil servants of the Center had to make efforts, both working and researching to best serve the people and businesses.
For many days now, although it has not been morning working hours, the Reception and Result Delivery Department of Vinh Phuc Employment Service Center under the Department of Home Affairs of Phu Tho province has been crowded with people coming to do transactions, mainly workers coming to submit applications for unemployment benefits and job search notices.
To ensure that 100% of administrative procedures related to employees are carried out smoothly, seamlessly and effectively, especially when provincial administrative agencies are reorganized and merged, the Center has actively coordinated with VNPT Vinh Phuc - the unit providing the Administrative Procedure Information System to set up a hotline at the Center to receive, guide and support employees and businesses in the process of carrying out administrative procedures and using online public services.
When the unit did not have an internal process, the staff had not been given a code to handle administrative procedures..., the Center proactively coordinated with VNPT Vinh Phuc to create an independent account to be able to connect with the competent authority to quickly handle administrative procedures for employees. Along with that, the Center mobilized the maximum number of human resources to receive directly employees' records when they could not log into the account of the Public Service Portal of Phu Tho province.
With the efforts of the staff, civil servants and public employees, in just the first week of the two-level local government model official operating, the Center received hundreds of applications for unemployment benefits; received thousands of people coming to seek information about jobs and provided job consultation and referrals to nearly 500 workers...
With high political determination, Party committees, local authorities as well as administrative agencies have been and are ready to carry out their tasks in the transformation period of the service-oriented administration, contributing to strengthening people's trust in the government; creating a favorable environment for socio-economic development.
