In the early days of operating the two-level local government, the number of people coming to the People's Committee of Thang Phu commune to carry out administrative procedures was quite large, and the work pressure on the staff of the Public Administration Service Center increased.
Promoting the pioneering role, the commune's youth union members are on duty at the Public Administration Service Center to support people in filling out procedures and many related tasks. Thereby reducing pressure on staff as well as helping people complete administrative procedures more quickly and accurately.
On the morning of July 7, Ms. Le Thi Xuan (My Tra village, Thang Phu commune) went to the Commune Public Administration Service Center to register land-related procedures. Ms. Xuan said she wanted to convert 100 square meters of land used for perennial crops in Binh Chanh commune, Thang Binh district (now Thang Phu commune) to build a house for her child.
“I completed the conversion application more than 2 years ago but it is still not completed, partly because of some procedural issues, partly because I do not understand the declaration and procedures, so the application has not been processed. This morning, when I went to the Commune Administrative Service Center, I was supported and guided by young people carefully and enthusiastically, so I believe the application will be completed soon,” said Ms. Xuan.
Vice Chairman of the Vietnam Fatherland Front Committee of Thang Phu commune and Secretary of the commune's Youth Union - Dang Thanh Cong said that from the very first days of operating the two-level local government, the commune's Youth Union deployed a team of youth volunteers to "stand by" at the Public Administration Service Center to support the people.
Every day, 4-6 youth union members take turns to be on duty, accompanying officials and civil servants in guiding and processing documents, especially for the elderly or those unfamiliar with online public services.
“At first, people were still confused and did not know how to register on the software, so you quickly supported them to handle administrative paperwork, avoiding long waiting times. Everyone was happy because the procedures were handled quickly,” said Mr. Cong.
In addition to supporting the queue number, the youth union members also guide and answer questions for people in handling procedures such as registering for electronic identification accounts, national public service accounts; supporting online application submission, procedure lookup, using public service portals and administrative software...
According to Mr. Cong, this volunteer campaign will last from July 7 to August 30, spread out throughout the week. At peak times, the number of members will be increased to ensure timely support.
“We consider this activity to be both voluntary and very practical during the local merger period. The goal is to help people access the operation of the two-level government model smoothly,” said Mr. Cong.
