Support 30,000 VND/student in mountainous communes
On July 9, continuing the second working day of the 25th Session, the Hanoi People's Council passed a Resolution regulating the mechanism for supporting boarding meals for primary school students in the city for the 2025-2026 school year (excluding foreign-investededucational institutions).
Accordingly, the Resolution stipulates the support level including: For primary school students studying at educational institutions in mountainous communes and communes in the Red River delta, the support level is 30,000 VND/student/day (main meal support).
For primary school students studying at educational institutions in the remaining areas of Hanoi , the support level is 20,000 VND/student/day (main meal support). In case the parents and the school agree on a higher meal fee than the State support level, the difference will be collected from the student (ensuring a minimum meal fee of 30,000 VND/student/day). The support period is in the 2025-2026 school year (based on the actual number of days of meals, not exceeding 9 months/school year). The support funding source is from the state budget according to decentralization, except for 2025, it will be guaranteed by the city budget.
Health insurance support for poor students
On the same afternoon (July 9), the Hanoi People's Council also passed a Resolution regulating the content and level of support for voluntary social insurance and health insurance contributions for social policy beneficiaries of Hanoi (Implementing Point a, Point b, Clause 3, Clause 4, Article 27 of the Capital Law).
According to the Resolution, beneficiaries of the policy are people who are permanent residents in Hanoi city and need support to pay voluntary social insurance and health insurance, including: People with mild disabilities who do not have a health insurance card (excluding children with mild disabilities under 16 years old).
People from poor households, near-poor households, households escaping poverty, households escaping near-poverty according to the regulations on poverty standards, multidimensional near-poverty standards of Hanoi city (in Decision No. 13/2021/QD-UBND dated September 5, 2021 of the City People's Committee on regulating multidimensional poverty standards of Hanoi city for the period 2022-2025 and adjusted when the city has an adjustment document). Elderly people from 70 years old to under 75 years old are not subject to compulsory health insurance and do not have a health insurance card.

Ethnic minorities are not subject to compulsory health insurance and do not have health insurance cards. Students in difficult circumstances from households working in agriculture, forestry, or fishery with an average standard of living according to the city's standards, who have not been granted a health insurance card, are studying at educational institutions and vocational training institutions in the national education system in Hanoi (including public and non-public). Voluntary social insurance participants as prescribed in Article 3 of Decree No. 159/2025/ND-CP dated June 25, 2025 of the Government and not subject to compulsory social insurance participation (except for voluntary social insurance participants paying according to the method prescribed in Clause 1, Article 7 of Decree No. 159/2025/ND-CP dated June 25, 2025 of the Government).
Voluntary social insurance support level, in addition to the voluntary social insurance contribution support prescribed in Decree No. 159/2025/ND-CP dated June 25, 2025 of the Government, voluntary social insurance participants are supported with additional contributions at a percentage (%) of the monthly voluntary social insurance contribution according to the poverty line of rural areas as prescribed in Clause 2, Article 31 and Clause 1, Article 36 of the Law on Social Insurance.
The Resolution stipulates 100% support for health insurance premiums for ethnic minorities who are not subject to compulsory health insurance and do not have a health insurance card.
Support an additional 30% of health insurance premiums for ethnic minorities living in communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2016 - 2020, but these communes are no longer on the list of communes in regions II, III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period 2021 - 2025.
In addition, the Resolution stipulates an additional 70% support for health insurance premiums for students in difficult circumstances from households working in agriculture, forestry, and fishery with an average living standard according to the city's standards, who have not been granted a health insurance card and are studying at educational institutions and vocational training institutions in the national education system in Hanoi (including public and non-public)...
