Hanoi supports boarding meals for primary school students

768,000 primary school students in the 2025-2026 school year in Hanoi will be supported with boarding meals, with a budget of about 3,063 billion VND.

On the afternoon of July 9, with the majority of delegates present in agreement, the Hanoi People's Council passed a Resolution regulating the mechanism for supporting meals for primary school students in Hanoi.

Accordingly, the total estimated budget to implement this policy in the 2025-2026 school year is more than VND 3,063 billion, to ensure that each primary school student is supported with a minimum meal allowance of VND 30,000/day.

The number of supported subjects is about 768,000 students (public school about 707,727 students, private school about 60,273 students).

The Hanoi People's Committee will support lunch for 2 groups of primary school students, ensuring a minimum meal of 30,000 VND. Accordingly, group 1 is primary school students studying at 23educational institutions located in mountainous communes and communes in the middle of the Red River before the time of administrative unit arrangement.

Group 2 is primary school students studying at the remaining educational institutions, the support level is 20,000 VND/student/day (main meal support). In case the student's parents and the school agree on a higher meal fee than the State support level, the difference will be collected from the student (ensuring a minimum meal fee of 30,000 VND/student/day).

According to Hanoi City, primary school is the level with the largest number of students compared to other levels. Primary school is a compulsory level of education with 2 sessions/day, so all schools organize boarding meals for students. Regarding facilities for boarding meals, basically all schools meet the requirements.

Besides, primary school students are in the age of strong physical and mental development, requiring adequate energy and nutrition, so organizing boarding meals for 100% of students at schools is necessary.

In addition, when students have lunch at school, parents will not have to struggle to pick up and drop off their children in the middle of the day, saving time and effort, thereby focusing on work.

Hanoi City said that after 1 year of implementing support for boarding meals for primary school students, based on the actual situation and budget balance, the Department of Education and Training will summarize and coordinate with related units to advise and report to the City People's Committee on support for the remaining levels of education.

For foreign-invested educational institutions, Hanoi does not provide lunch support because most of the students studying at these institutions are foreigners. In addition, Vietnamese students studying here are from families with good economic conditions, so they are willing to pay tuition and boarding meals for their children much higher than those of public and private educational institutions.
