The Director of the Department of Education and Training of Ho Chi Minh City assigned the deputy director in charge of region 2 (formerly Binh Duong ) and region 3 (formerly Ba Ria - Vung Tau) to direct the Quality Management Department at the two facilities to send specialists to receive documents related to primary school enrollment, review parents' wishes and support students to transfer schools according to actual needs, ensuring that all students have a place to study.
In September 2025, the Department of GeneralEducation is responsible for presiding over and coordinating with the Department of Quality Management to advise and soon have a plan for enrolling 10th grade students in the 2026-2027 school year so that students and teachers of educational institutions know and orient their teaching and learning.

Takes the lead and coordinates with relevant departments to develop and implement a plan to introduce artificial intelligence (AI) into school teaching.
Departments and offices closely coordinate with Saigon University and related units in training and fostering teachers to improve their capacity to apply technology in teaching. Strive to effectively integrate AI into teaching activities at educational institutions from the 2025-2026 school year.
In September 2025, the Department of General Education is responsible for presiding over and coordinating with the Department of Quality Management to advise on the 10th grade enrollment plan for the 2026-2027 school year.
Review and unify educational services
The leaders of the Ho Chi Minh City Department of Education and Training assigned the Financial Planning Department to urgently review the scale and status of school construction after the merger; synthesize and advise on preparations to work with the Project Management Board for Investment in Construction of Civil and Industrial Works on school construction projects. At the same time, there is a plan to monitor projects and works that have been capitalized; areas without projects will register for capitalization according to the 2026-2030 cycle to continue investing and building schools, ensuring places for students to study.
The Financial Planning Department studies documents, consults procedures and records on tuition support for students of non-public schools in Region 3 to seek opinions from relevant departments and branches, then advises the Ho Chi Minh City People's Committee to submit to the City People's Council in the upcoming session.
Proactively advise on matters related to revenues and tuition fees; review facilities and purchase equipment at the beginning of the 2025-2026 school year.
Coordinate with the two old areas of Ho Chi Minh City and Binh Duong to review the types of educational services being implemented to unify advice for the Ho Chi Minh City People's Committee to submit to the City People's Council in the upcoming session.
Preside over and coordinate with the Department of Management of Non-Public Educational Institutions, the Department of Organization and Personnel and the People's Committees of communes, wards and special zones to regularly inspect and review the operation of non-public educational institutions, ensuring that units organize teaching and learning in accordance with regulations.
Ban students from using cell phones in school?
Regarding the Student Affairs Department, the leaders of the Department of Education and Training are requested to preside over and coordinate with the Financial Planning Department to inspect and review school toilets; continue to direct educational institutions to establish an Internal School Control Board to monitor activities related to toilets, food safety and hygiene, boarding kitchens and other activities in schools that require the participation of parents.
The Student Affairs Department is researching and consulting on a proposal to ban students from using mobile phones during recess and during educational activities at school (except in cases where subject teachers allow it for class). At the same time, it is consulting on a plan to organize activities during recess to create conditions for students to bond and practice sports in the 2025-2026 school year.
Develop a teacher recruitment plan
The Department of Personnel Organization is required to urgently review the current number of teachers and recruitment needs at each level and grade; advise on recruitment plans and options, ensuring enough teachers to prepare for the 2025-2026 school year.
The Personnel Department coordinates with the University of Education and Saigon University to order training for subjects that have recruitment needs but lack teachers. At the same time, build software to effectively manage the list of managers to advise on appointment plans and decentralize to the People's Committees of wards and communes to appoint managers according to regulations.
The Director of the Department of Education and Training assigned relevant departments and offices to coordinate with the Department of Financial Planning based on current regulations and documents to advise on additional policies for teachers in charge of professional clusters.
Supervision of foreign language centers and non-public kindergartens
The Department of Education and Training assigned the Department of Management of Non-Public Educational Institutions to monitor the compliance with the law of these institutions. The Preschool Education Department is assigned to increase field trips to grasp the situation of teaching and learning organization at preschools; advise on plans to strictly manage private preschools and childcare groups in terms of facilities, equipment, teaching staff... to ensure children's safety.
The Inspection and Legal Department is responsible for presiding over and coordinating with relevant departments to develop an inspection plan and general inspection schedule for the 2025-2026 school year for educational institutions, ensuring rationality, avoiding duplication, orienting inspection work to be in order and implemented in accordance with regulations.
