On the afternoon of July 2, Mr. Nguyen Duy Linh, Chief Inspector of the Department of Labor, Invalids and Social Affairs of Phu Yen province, said that regarding the case of a worker being crushed to death by a rock while constructing the North-South expressway project in Hoa Xuan Dong commune, Dong Hoa town (Phu Yen), this unit has inspected the scene, collected preliminary information to orient the investigation, and clarified the case according to regulations.

“Currently, we are prioritizing the funeral arrangements for the victims and the recovery of the scene to continue serving the North-South Expressway project. Tomorrow (July 3), we will sign a decision to establish a team to investigate and clarify this incident,” said Mr. Linh.

Also according to the Chief Inspector of the Department of Labor, Invalids and Social Affairs of Phu Yen province, the unit has had a preliminary meeting, requesting Project Management Board 7 ( Ministry of Transport ; project investor) and Tu Lap Construction Company Limited (construction contractor) related to the incident to report and provide complete related documents to serve the investigation and handle specific responsibilities of the parties.

Mr. Linh added that according to a preliminary inspection of the scene, this excavator was digging and bulldozing a mountainous area to serve the highway project. This is a difficult construction project that requires careful preparation of requirements, construction measures and labor safety.

"We need to review and re-examine all documents, construction, labor contracts... to determine whose fault it is in order to handle the responsibility of individuals, units, and organizations...", Mr. Linh said.

As reported by SGGP Newspaper, at around 3:45 p.m. on July 1, worker Ngo Thanh H. (38 years old, in Phu Khe 2 village, Hoa Xuan Dong commune) was operating an excavator to construct a mountain for the North-South expressway project (Chi Thanh - Van Phong section) when suddenly a large rock crushed the excavator, resulting in his death on the spot.

Upon receiving the news, the Dong Hoa Town Police and Hoa Xuan Dong Commune Police, together with many local people, dismantled the excavator cabin door to take the trapped victim's body out for examination and investigation; then handed over the body to the family for funeral arrangements.

It is known that the accident scene belongs to package 02, section km44+120 to km 48+052 and the final intersection of the route belongs to Tu Lap Construction Company Limited (construction contractor).

According to the Inspectorate of the Provincial Department of Labor, Invalids and Social Affairs, the initial report from the representative of Tu Lap Construction Company Limited stated that the deceased worker was under a contract between the company and a second party. However, it is still unclear whether the worker had a labor contract or was only hired for a seasonal job...

During the investigation, the parties will also clarify this detail to resolve the workers' rights as well as handle the case.
