Breakthrough opportunity
Expanding administrative boundaries, creating new development drivers, the merger of the two provinces will contribute to enhancing the efficiency of investment management and regional coordination, thereby accelerating the process of building new rural areas in a synchronous, modern and sustainable direction. This is the core factor in building advanced and model new rural areas, aiming to improve the quality of life of rural people.
Before the merger, Ca Mau had 69/82 communes recognized as meeting NTM standards, of which 11 communes met advanced NTM standards, and 1 district-level unit was recognized by the Prime Minister for completing the task of building NTM. As for Bac Lieu , up to now, the whole province has 49/49 communes meeting NTM standards (100%), 24 communes meeting advanced NTM standards and 9 communes meeting model NTM standards. These results are the premise for developing the Program in the coming time.
Mr. Nguyen Cong Dan, Vinh Thanh commune, Phuoc Long district (Bac Lieu province), excitedly said: “From the movement to build new rural areas, advanced new rural areas, and model new rural areas in the locality, the face of the countryside has really changed. Specifically, electricity, roads, schools, and stations have been invested and upgraded. Ornamental flowers are planted on both sides of the road, bringing a green landscape to the countryside. Our people's lives have been improved, and security and order have been ensured.”
One of the highlights after the merger is the re-planning of the infrastructure system towards regional connectivity. Many inter-commune and inter-provincial roads have been invested in and upgraded, ensuring smooth connections from rural areas to economic centers, contributing to reducing transportation costs and promoting agricultural product consumption. The transport and irrigation infrastructure system has been expanded, aiming at developing green and sustainable agriculture. The OCOP program is expected to create important boosts for agriculture - farmers - rural areas when the new Ca Mau province will have more typical products, bearing the brands of the two old localities.

Expanding development space
The starting point of Bac Lieu province after being re-established (January 1, 1997) was very low, from infrastructure to people's lives were very difficult. But after 15 years of building the new rural area, the rural face of the province has improved greatly, from infrastructure (transportation, electricity, schools, healthcare, cultural facilities, clean water...) to rural environment, the material and spiritual life of rural people have all been improved. The rate of poor households has decreased year by year and sustainably, the average income of people is increasingly high, many effective agricultural production development models have been replicated.
The National Target Program on New Rural Development has met the needs and expectations of the people, so it has been enthusiastically supported by the people, who donated land to build rural roads, build schools, cultural houses, etc. This is the result of persistent efforts by the entire political system; the consensus between the Party's will and the people's will. Now that the two provinces of Ca Mau and Bac Lieu are "under one roof", the Program is expected to continue to reap new harvests of sweet fruit.

The change of commune names after the merger raises many concerns about local identity, product brand positioning, and stability in administrative management. However, this is also an opportunity for communes to review their development plans, determine visions and strategies suitable for larger spaces. Mr. Trinh Van Dung, Chau Thoi commune, Vinh Loi district (Bac Lieu province), said: “After the merger, the commune will be larger. I think the criteria for new rural communes, advanced new rural communes, and model new rural communes will be raised. Accordingly, investment resources for this program are expected to be higher so that rural areas and base areas can develop further in the coming time.”
After the merger, Ca Mau province is oriented to build advanced NTM commune models, model NTM communes associated with ecological agriculture, green economy, and climate change response. This is a transformation in line with the actual conditions and development strategy of the Mekong Delta region. Mr. Ngo Vu Thang, Vice Chairman of Bac Lieu Provincial People's Committee, emphasized: "The merger of Bac Lieu and Ca Mau provinces is an important milestone to continue striving, towards a higher goal of building increasingly civilized and modern rural areas, especially in the current period with many important changes. The rural areas of advanced NTM communes, model NTM communes will continue to take on a new look with new names, new spaces and new aspirations. Communes that meet advanced NTM and model NTM standards need to continue to strive, towards higher and more sustainable standards".
Building a new rural area in the post-merger period is a strategic step in the comprehensive and sustainable development of rural areas. With its achievements, aspirations and determination to innovate, Ca Mau province (new) affirms its position in building a new rural area, contributing to realizing the aspiration of building rural areas into livable villages.
