Party Secretary and Ambassador Dang Minh Khoi spoke at the Congress of Delegates of the Vietnamese Party Committee in Russia for the 2025-2030 term in Moscow on May 25.

The world situation continues to change in a complex and unstable manner. Strategic competition between major countries is fierce, the 4th industrial revolution continues to take place strongly; armed conflicts, climate change, natural disasters, epidemics, food security, water security... have multi-dimensional impacts, seriously threatening the stable and sustainable development of countries. However, we can be proud that in such a world context, Vietnam has maintained a peaceful , stable and developing country and is considered by international public opinion as one of the "bright spots" in the region.

The 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term, towards the 14th National Congress of the Party, plays an important role in leading, orienting, and having a profound influence on the entire Party Committee; planning guidelines, policies, and measures to lead Party building and effectively lead the implementation of political tasks; concretizing the Party's viewpoints and directions into a system of solutions that are vital from the practical aspects of the sector, orienting leadership, guiding, thoroughly overcoming shortcomings and inadequacies, making the most of opportunities and advantages, removing bottlenecks and barriers, maximizing mobilization, creating motivation for participation of cadres and Party members, creating great strength to promote advantages and overcome disadvantages; aiming to achieve and exceed the set goals, contributing to the successful completion of the country's foreign affairs goals and targets.

The Congress focused on objectively assessing the implementation of the recent Congress resolution, clarifying the achievements of innovation and outstanding achievements in leadership, direction and implementation to promote; in the spirit of looking straight at the truth, correctly assessing the truth, clearly stating the truth, it is necessary to frankly point out the limitations, weaknesses, and shortcomings that exist and need to be overcome. At the same time, the Congress also found out the causes of achievements and limitations, especially in terms of guidelines, policies, measures, and solutions for implementation; on the decisive nature of the human factor and personnel work. Thereby, proactively studying, grasping, and closely forecasting the world and regional situation; thoroughly analyzing emerging issues that are directly affecting the industry.

The human factor is decisive in leading, directing, and organizing the implementation of political tasks. This is the work that cadres and party members in the Party Committee hope and expect to select virtuous and talented people, creating consensus and solidarity; it is necessary to ensure the direct and comprehensive leadership of the Party Committee, attach importance to quality; the selected Party Committee members must truly represent the Party members and be loved and trusted by the masses, must be worthy, truly clean, steadfast, and loyal. At the same time, it is necessary to resolutely fight against manifestations of opportunism, ambition for power, personal lobbying, factions, and group interests; try not to miss out on talented people because not finding and using talented people is a waste of resources and human potential.

To realize the aspirations and goals set out, the Party Committee in the Russian Federation always thoroughly arouses national pride, self-reliance, self-reliance, promotes human resources, takes science - technology and innovation as the foundation, the breakthrough, the urgency of the current renovation process. With a sharp scientific mindset, through summarizing practices, points out what needs to be done to contribute to the implementation of foreign affairs tasks.

The Party Committee in the Russian Federation attaches importance to and effectively implements the Party's political and ideological work and protects the Party's ideological foundation, linking the Party members' responsibility to set an example with studying and following the moral example of Ho Chi Minh. The target is not only Party members but also Union members, students and the Vietnamese community in the Russian Federation. The Party Committee has vigorously implemented the Party's documents and instructions to its affiliated Party organizations; at the same time, it requires the construction and thematic activities around the implemented content and the content of studying and following the moral example of Ho Chi Minh and the work of preventing and combating corruption and waste. This is an internal enemy that the Party and State are determined to repel.

The Party Committee has paid attention to requiring subordinate Party Committees to select virtuous, talented, and dedicated personnel, creating resources before Party Committee members are about to finish their term or study, giving priority to comrades who are studying for doctoral degrees and in the armed forces (with plenty of time and a firm political stance); directing the Party Committee Office to regularly exchange Party work expertise with source members and subordinate Party Committees, assigning them to practice performing Party Committee tasks until they are assigned to be able to perform the tasks immediately.

The Party Committee and the Embassy consider community work as a pillar in carrying out political tasks; actively informing and propagating to help the Vietnamese community in the host country grasp the situation of the country, Russia, the conflict in Ukraine, the insidious tricks of hostile forces, as well as fraudulent acts to prevent; thoroughly resolving the petitions of the community, at the same time being a bridge between the community with each other, with the homeland and the local government. In general, in recent times, the Embassy has been trusted by the community and considered as a common home for the Vietnamese community in the Russian Federation.

The Embassy regularly directs and always creates conditions for the Union and Student Association in Russia to operate effectively, such as establishing many meaningful clubs for students to participate in, such as the Young Doctors Club...; organizing many meaningful activities of political and ideological education, improving physical and mental strength, cultural exchange between international students, with international students from other countries in Russia and Russian students; promoting the image of the country and people of Vietnam in the international arena.

The Embassy thoroughly resolves issues arising from political and ideological work or party members who violate the law to the extent that disciplinary action is required; coordinates well with competent authorities in handling complaints to clarify right and wrong, helping cadres, party members and party organizations with shortcomings and violations, seriously draw lessons, take measures to overcome and correct, and help party organizations detect and correct some shortcomings in leadership and direction. At the same time, direct party organizations to conduct fair year-end assessments to create solidarity, unity and ideological stability for cadres and party members.
