The merger of the Military Commands of Vinh Phuc, Hoa Binh with Phu Tho; Ha Giang with Tuyen Quang; Yen Bai with Lao Cai provinces is not only a change in military administrative boundaries but also a strategic step to streamline the apparatus, improve leadership, command and combat effectiveness. However, this process also poses significant challenges for the staff, especially for soldiers who have to move to a new environment, far from their stable residence for many years. Overcoming difficulties, with a proactive spirit and determination, the staff of agencies and units in the Military Region 2 have been gradually adapting and integrating into the new working environment. Many comrades have promoted a high sense of responsibility, proactively learned and grasped the characteristics of the area, quickly caught up with the work and successfully completed the assigned tasks. According to Colonel Nguyen Dinh Cuong, Commander of the Phu Tho Provincial Military Command: “Immediately after the decision to merge the Military Commands of Hoa Binh and Vinh Phuc provinces with the Phu Tho Provincial Military Command, the unit urgently disseminated to all officers and soldiers the meaning and importance of this policy. The Party Committee and commanders of the unit also identified this as an opportunity to consolidate and perfect the apparatus, and improve the comprehensive capacity of the local armed forces. Although there were some initial confusions, with a high sense of responsibility, officers and soldiers quickly stabilized their minds and started working with the highest determination.”

One of the typical examples of that spirit of overcoming difficulties is Lieutenant Colonel Ly Sinh Son (Political Commissar of the Mai Chau District Military Command, the former Hoa Binh Provincial Military Command), Head of the Organization Department, Political Department, Phu Tho Provincial Military Command. Previously, on days when he was not on a business trip or on duty, he could still return home to help his wife take care of the children and take care of family matters. Therefore, when he heard that he would be transferred to another unit, he was quite worried because his family life would be greatly disrupted when he was away from home frequently. Understanding the psychology of Lieutenant Colonel Ly Sinh Son and many other cadres and employees, comrades in the Party Committee and commanders of the Phu Tho Provincial Military Command organized meetings to encourage and facilitate all aspects of work, and did a good job of preparing everything from food, accommodation, and work so that the brothers could work with peace of mind. These days, at the Phu Tho Provincial Military Command, departments, offices and functional agencies are working at full capacity, regardless of holidays or breaks, to quickly complete administrative procedures, rearrange personnel as well as hand over documents and equipment. In that busy cycle, friendly smiles, warm handshakes and open conversations have erased all distances, connecting people from different units into a unified block. Lieutenant Colonel Ly Sinh Son confided: “As a soldier, I have to put the mission first, strictly follow the assignment and mobilization of the organization. Although I was a bit bewildered at first, with the help of my superiors and teammates, I am gradually getting used to the new unit. I am always ready with my teammates to receive and complete assigned tasks well, working together to build the unit to develop and become stronger and stronger.”

Similar is the case of Senior Lieutenant Nguyen Kim Hoa, an employee of the Barracks Department, Logistics and Engineering Department, Lao Cai Provincial Military Command. After the policy of establishing a new Lao Cai province on the basis of merging the two provinces of Yen Bai and Lao Cai, with the political and administrative center located in Yen Bai province, Ms. Hoa had to travel more than 140km to work at the new command headquarters. Despite facing many initial difficulties, Senior Lieutenant Nguyen Kim Hoa always maintained the spirit of dedicating herself to her work, overcoming all personal obstacles. Senior Lieutenant Nguyen Kim Hoa shared: “Although I do not have my own family, having to move to a new environment, far from my family and friends, made me a bit worried at first. But I always keep in mind that no matter where I am or what I do, I must devote all my efforts to my unit and the Army.”

The above stories are just two of many examples of officers and employees who have overcome all difficulties, proactively arranged family work to complete all assigned tasks. It is this sense of responsibility, silent sacrifice and strong will that has contributed to creating a combined strength, helping units in Military Region 2 quickly stabilize and operate effectively right after the merger and adjustment of organization and staffing.

Proactively overcome difficulties, quickly stabilize all aspects

The Defense Command of Area 5 - An Bien, An Giang Provincial Military Command, was assigned to take charge of 13 communes after the arrangement and merger of commune-level administrative units, and the dissolution of An Bien, An Minh, U Minh Thuong and Vinh Thuan districts of the former Kien Giang province. In the past time, the unit quickly stabilized its organization and staff, established a regular order, workplace and living space; received the handover, grasped the situation of the area and urgently deployed the implementation of tasks. We also organized a review and firmly grasped the quality of the staff and soldiers under our authority, especially in terms of politics, ideology, capacity, strengths, and professional expertise, thereby having an orientation for arranging and assigning appropriate tasks... In addition, the unit strictly implemented combat readiness work, strictly maintained the on-duty shifts according to regulations; urgently built and completed the determination for defensive combat operations, and the combat readiness plan system. At the same time, organize training on guard duty, practice combat plans to protect agencies, prevent and fight fires and explosions; deploy the development of a system of working regulations and leadership regulations for key work aspects; proactively develop a system of documents and papers for the Party Congress for the 2025-2030 term...

However, due to the characteristics of a newly established unit, the facilities received from the old An Bien District Military Command barracks have been degraded over many years of use, so the arrangement of working and living places for officers and soldiers has encountered many difficulties. To overcome the above problems, the Party Committee and the Defense Command of Area 5-An Bien have done a good job of educating and raising awareness for officers and soldiers, promoting the spirit of autonomy, solidarity, and overcoming difficulties. We have also proactively discussed and requested the local Party Committee and authorities where the troops are stationed to create conditions for the unit to use the old Hung Yen Commune headquarters to arrange resting and living places for officers after work. Although there are still many difficulties, it can be affirmed that the officers and soldiers of the unit have successfully completed the goals, requirements, and tasks set out in the first days of operation. This is the premise for the unit to continue to receive and successfully complete all assigned tasks.

Focus on solving important and urgent tasks first

Immediately after the Decision to establish the Defense Command of Region 2 - Kinh Mon was issued, we proactively proposed to complete and stabilize the organization and staffing at all levels in accordance with regulations. Because the unit was newly established, the workload was large and intertwined, so we focused on leading and directing the resolution of important and urgent tasks first. In particular, we prioritized directing the recovery, reception, and handover of supplies, vehicles, weapons, technical equipment, and consolidating barracks; synchronously building a system of documents, operational plans, combat readiness plans, natural disaster prevention and control, search and rescue, and disaster relief according to new responsibilities and tasks; to prepare for the Party Congress for the 2025-2027 term and the Party Congress of the Defense Command of Region 2 - Kinh Mon for the 2025-2030 term... Due to the large number of troops in the unit, we contacted the Party Committee and the authorities of Kinh Mon Ward, Hai Phong City to borrow the headquarters of the People's Committee of Long Xuyen Ward, Kinh Mon Town, Hai Duong Province as a working place for officers and employees. Up to now, officers and employees have basically settled down in their places to eat and rest, with adequate living rooms and offices, ensuring that the unit operates in an orderly and effective manner right from the first days of its establishment.

Due to the large area and scattered tasks; some comrades who were living near home now have to return to the new unit far from their families; a few comrades with difficult circumstances... have more or less affected and influenced the thoughts and feelings of the unit's cadres and employees. Faced with that reality, we have increased activities, thoroughly grasped the tasks, combined with education, grasped and resolved the ideological situation of cadres and employees; organized a review and classification of comrades with difficult circumstances to have measures to help, thereby contributing to creating consensus and stability in performing tasks.
