On July 2, General Secretary To Lam, Head of the Central Steering Committee for Science , Technology, Innovation and Digital Transformation (Central Steering Committee), chaired the 3rd meeting to review the work in the first 6 months of the year and key tasks for the last 6 months of 2025.
Also attending the conference were Prime Minister Pham Minh Chinh; Permanent member of the Secretariat Tran Cam Tu; Politburo members, Party Central Committee Secretaries, and Party Central Committee members.

Speaking at the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc shared profound lessons learned from the development of the Ho Chi Minh City High-Tech Park. According to him, one of the key factors contributing to success is the decisive role of the leader, especially the strong direction and close support from the city's leaders.

Specifically, he emphasized the role of Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of Ho Chi Minh City (referred to as the City Steering Committee), who directly directed the implementation of Resolution 57 of the Politburo.
The Secretary of the Ho Chi Minh City Party Committee also assigned a Deputy Head of the City Steering Committee to be directly in charge of all activities of the Ho Chi Minh City High-Tech Park, from receiving large investors to resolving problems arising during the implementation process. Thanks to that, Ho Chi Minh City has created consensus and high trust from the investor community.
As a result, in the first 6 months of 2025, the total registered investment capital in Ho Chi Minh City reached about 3 billion USD, of which more than 1.2 billion USD was poured into the High-Tech Park. Up to now, the total registered investment capital in this area has exceeded 3 billion USD, showing the strong attraction of Ho Chi Minh City High-Tech Park and other technology parks.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that the development of special economic-tech zones must be linked to a strategic vision and clear orientation from the beginning. The High-Tech Zone is not only a place to concentrate on technology production, but must be the core of the innovation ecosystem, a center for research, training, and high-tech application of the whole region and the whole country.

“The development strategy must be one step ahead, taking science, technology and innovation as the foundation, combined with a flexible management mechanism, a mechanism to attract talent, and close coordination between the three pillars: state - enterprise - school", he emphasized.
The Chairman of the Ho Chi Minh City People's Committee also said that in recent times, in addition to the proactiveness of state agencies, private enterprises in the high-tech sector have actively accompanied the city in effectively implementing Resolution 57. A typical example is CT Group, which has invested in building an innovation ecosystem in Ho Chi Minh City and recently announced the first ADC chip design designed by Vietnamese people.
“This is an outstanding achievement, demonstrating the effectiveness of the implementation of Resolution 57 and demonstrating the effective connection between the ‘four houses’: the state – investors – schools – scientists”, the Chairman of the Ho Chi Minh City People's Committee assessed.

Regarding some recommendations, comrade Nguyen Van Duoc said that Ho Chi Minh City proposed that the Central Government issue a separate resolution with outstanding characteristics on science - technology, finance, investment and land, in order to further strengthen decentralization and delegation of power to the Management Boards of technology parks. This will not only improve operational efficiency but also contribute to attracting more strategic investors.
Ho Chi Minh City also proposed that the Government assign the Ministry of Science and Technology to take the lead in developing a set of criteria to evaluate the operational efficiency of High-Tech Parks, while integrating all criteria related to economics, science and technology, innovation, environment, etc. This set of criteria applies uniformly to both existing high-tech parks, those being implemented or those to be formed, as well as industrial parks oriented to transform to high-tech models in the near future.
In recent times, the Standing Committee of the Ho Chi Minh City Party Committee has focused on providing specific and timely guidance on Resolution 57 of the Politburo, with full content, closely following the actual situation of the city. Along with that, it has assigned specific and clear responsibilities, in accordance with the duties and tasks of each unit.
The city has been proactive and focused on developing and implementing policies for science, technology, and innovation activities according to Resolution No. 57 and related resolutions.
Ho Chi Minh City's science, technology, innovation and digital transformation activities have been responded to and strongly spread in implementation by agencies, units and the business community. Many specific and practical activities have been deployed with the aim of promoting and creating breakthroughs in science, technology, innovation and digital transformation.
With many changes in science and technology activities, innovation and digital transformation, in May 2025, StartupBlink organization published a report evaluating the innovation ecosystem, according to which Ho Chi Minh City increased 1 rank to 110th globally, reaching the highest ranking ever, and for the first time entered the top 5 innovative startup ecosystems in Southeast Asia. In particular, the Fintech field has a high growth rate and is currently in the Top 30 globally in Blockchain - 2nd in Southeast Asia.
Ho Chi Minh City has more than 20,000 individuals working in the field of science and technology. Every year, Ho Chi Minh City has more than 40,000 intellectual property registration applications, of which more than 2,000 exclusive patents are granted.
The proportion of enterprises in key industries and sectors implementing innovation activities increased from 39.9% (in 2021) to 44.8% (in 2023), and is estimated to reach about 45% in the 2024-2025 period. The contribution of total factor productivity (TFP) to GRDP has always increased over time, of which the contribution of science and technology to TFP growth is 74%.
