According to the report of Tam Chuc Ward People's Committee, the landslide occurred at around 12:40 on June 26 in Doai village (formerly Kha Phong commune, Kim Bang town, old Ha Nam province), now Tam Chuc ward, Ninh Binh province. The landslide occurred at Kha Phong I Clay Mine (Tam Chuc ward) belonging to Vicem But Son Cement Joint Stock Company, which was licensed by the authorities to mine clay in 1995 and has now stopped mining according to provincial regulations.
In this area, there are some households living and settling for many years and currently still developing production and business. More dangerously, this area is located about 200 meters from National Highway 21A, which not only endangers some households but also affects people and vehicles traveling through this route.
When present at the scene of the landslide, some local people said: The landslide occurred at around 12:40 noon on June 26, at the time when people were taking a lunch break in their house, they suddenly heard a loud explosion, then ran out to see hundreds of rocks falling from above. Fortunately, the landslide area was far from the houses of the households, and was about the distance of a pond, so when the amount of rocks fell, it was somewhat limited from hitting the houses of the people. However, the luckiest thing about the landslide was that there were no human casualties, but due to the large amount of rocks falling into the houses, some property was damaged.
Ms. Nguyen Thi Thac, a resident living near the landslide site, said: My family has lived here for more than 40 years. However, through the media in recent times, I have seen that in some localities, there have been a number of landslides and rockfalls every time there is prolonged heavy rain, and I am very worried. The recent landslide has made me extremely scared and I really hope that the relevant agencies and local authorities will soon study and consider so that my family can move to a safe place.
Through actual observations, we found that not only Mrs. Thac but also some households living near the landslide area are very worried, as currently on the top of the high mountain there are still some rocks hanging in the air, at risk of collapsing at any time because of the appearance of "cracks" or "cleft palates", requesting the functional sector and local authorities to soon come up with a solution to ensure the safety of people's lives and property.
Mr. Pham Hoang Tung, Chairman of Tam Chuc Ward People's Committee, said: After the landslide occurred in Doai village, the People's Committee of Kha Phong commune (old) quickly deployed forces to the scene to evacuate people to a safe place; at the same time, determined the scene, took inventory of damaged assets for each household and had a plan to support the damage to assets, structures, trees, and crops of households affected by the landslide. At the same time, reported to the People's Committee of Kim Bang town (old) about the landslide incident in Kha Phong I Clay Mine Area.
Along with that, the People's Committee of Kim Bang town has sent a document to the People's Committee of Ha Nam province (old) to direct the relevant agencies to coordinate with units and localities to conduct inspections, assess the current situation as well as inventory and assess the damage of the people to have support measures. Through inspection and assessment on the field, the People's Committee of Kim Bang town has sent a document to the Department of Agriculture and Environment of the province, asking for a treatment plan, and at the same time proposing resettlement for affected households. To ensure the safety of people's lives, in the area around the landslide, the local authorities have proactively zoned off, handled the landslide incident, and put up warning signs, prohibiting people from approaching.
Through investigation, it is known that with the synchronous and effective participation of the Party Committee, the government and the coordination of relevant units, in addition to assessing the cause of the landslide, the Party Committee, the government and relevant units have also actively and urgently assessed the damage and promptly supported people to stabilize their lives. Accordingly, the Party Committee and the local government coordinated with relevant units to initially support Ms. Le Thi Ly's household with 30 million VND; Ms. Nguyen Thi Thac's household with 55 million VND on June 30. In particular, in recent days, with the strong direction of the Provincial People's Committee, the functional agencies have been coordinating with local authorities to verify the cause of the landslide, conduct geological surveys to proactively propose solutions to ensure the safety of people's lives and property.
Through the incident of the landslide in Tam Chuc ward, the functional sector recommends: Given the unusual weather developments in recent years, it has been shown that natural disasters, especially landslides, are becoming more and more complex and irregular. Therefore, localities with large areas of mountains and hills, areas with high risk of landslides, need to conduct screening and warning information about landslide risks; conduct inspections and screening of households living in areas at risk of landslides and flash floods, be ready to evacuate people; prepare adequate human resources, materials, and means according to regulations, and be ready to respond when incidents occur. Put up warning signs in dangerous landslide areas, build barriers, and resolutely prevent people and vehicles from approaching landslide areas.
Along with the active participation of authorities and local governments, people also need to raise awareness of prevention and proactive response to avoid unfortunate consequences.
