The Economic Police Department of Quang Nam Province Police is continuing to investigate and clarify the case of a large amount of fish sauce bottles being thrown away on the roadside in Tam Thai Commune, Phu Ninh District.
Previously on the evening of June 18, people in Phuoc Loc village, Tam Thai commune discovered a large number of fish sauce and dipping sauce bottles thrown away on the roadside.
The Economic Police Department coordinated with Tam Thai Commune Police and the Market Management Department to count, collect, and summon relevant people for work.
Statistics show that nearly a thousand bottles of fish sauce, dipping sauce... have expired, the products are produced by Thanh Hoa Seafood Processing Joint Stock Company (address in Thanh Hoa City, Thanh Hoa).
Authorities identified a man named T. (in Tam Ky City, Quang Nam) as hiring two other men named V. and N. to clean up a warehouse in Tam Ky City, then transport the fish sauce to a landfill to dump it.
However, after cleaning up the warehouse, the two people did not take it to the landfill but took it to the roadside area in Tam Thai commune to dump.
Mr. T. said he bought fish sauce from a company in Thanh Hoa province, and after it expired, he hired the two people above to take it away and dump it.
Police are continuing to verify the origin, design, and label of this fish sauce batch.

Checking production facilities in Thanh Hoa
As reported by Tuoi Tre Online , Thanh Hoa Provincial Police also announced the results of an inspection related to the case of many bottles of fish sauce with packaging indicating the place of production in Thanh Hoa, which were thrown away on the roadside in Tam Thai commune.
Through inspection, the Economic Police Department of the provincial police determined that these fish sauce products were produced at Thanh Hoa Seafood Processing Joint Stock Company (office address at 149 Le Lai, Thanh Hoa City), the company's production facility in Hau Loc district, with Mr. Le Hung Quang as director.
According to Mr. Quang, in 2023 the company plans to expand its market to the southern provinces, and has signed a contract to supply about 2,000 bottles of fish sauce to Phuong Nhi fish sauce business in Quang Nam, with a value of about 40 million VND.
Due to slow consumption, in early 2024, the owner of the above business requested to return the goods. His company agreed to take back part of the product and refund about 20 million VND to Phuong Nhi fish sauce business.
The rest, according to Mr. Quang, the company was not notified and did not know that the facility was still storing some goods locally.
In early 2025, the owner of Phuong Nhi fish sauce business continued to contact Mr. Quang to ask about the remaining money but did not mention the remaining inventory.
It was not until the incident where people in Tam Thai commune discovered thousands of bottles of fish sauce produced by this company abandoned on the side of the road that Mr. Quang learned that Phuong Nhi facility still kept a large number of products.
After knowing the information, Mr. Quang called the owner many times to clarify the matter, but he did not answer the phone.

During the inspection at the company, Mr. Le Hung Quang provided complete legal documents, including the business registration certificate issued by the Department of Planning and Investment of Thanh Hoa province, and the food safety management system certificate No. 080/FSMS issued by the Department of Agriculture, Forestry and Fisheries Quality Management.
A survey at the company's fish sauce factory in Hoa Loc commune, Hau Loc district showed an operating area, a bottling and packaging area, a fish sauce salt tank area, and a storage warehouse. The company only has 5/72 salt tanks in operation, the rest are empty. The production area is assessed as neat and clean.
According to Thanh Hoa Provincial Police, at the fish sauce production facility of Thanh Hoa Seafood Processing Joint Stock Company, there are about 70 bottles of fish sauce clearly marked "expired goods awaiting disposal".
Mr. Quang said that these are goods recovered from dealers or expired display goods, and are being gathered to be handed over to competent units for handling in accordance with legal regulations.
From April 2025 to present, the company has temporarily stopped producing fish sauce to research new business directions. No more batches of fish sauce have been produced since then.
