At the meeting, the two sides had in-depth discussions on the cooperation between Vietnam and UNCITRAL on the basis of the Memorandum of Understanding on Cooperation between the Ministry of Foreign Affairs of Vietnam and the UNCITRAL Secretariat signed in 2023. The Memorandum of Understanding lays the foundation for enhancing technical assistance and enhancing legal capacity in the field of international trade for Vietnam, including promoting the application of UNCITRAL legal documents in Vietnam; organizing training programs for legal officials, judges, and lawyers; supporting legislative advice and perfecting the commercial legal framework in accordance with international standards.
Speaking at the meeting, Ambassador Vu Le Thai Hoang expressed his gratitude for UNCITRAL's support to Vietnam in the past through technical assistance and capacity building projects. The Ambassador affirmed that Vietnam attaches great importance to and appreciates the role and efforts of UNCITRAL in enhancing the capacity of developing countries in developing and applying international trade law. The Ambassador believes that the signing of a new Memorandum of Understanding between the Ministry of Foreign Affairs and the UNCITRAL Secretariat within the framework of the upcoming 58th Session of UNCITRAL will be the basis for promoting and further strengthening the substantive cooperation between Vietnam and UNCITRAL in the next period.
Ms. Anna Joubin-Bret highly appreciated Vietnam's active participation in UNCITRAL Working Groups, especially in the first term of 2019-2025, and welcomed Vietnam's re-election for the term of 2025-2031 with a high number of votes. She affirmed that UNCITRAL is ready to closely coordinate with the Ministry of Foreign Affairs and relevant agencies of Vietnam to effectively implement specific activities within the framework of the Memorandum of Understanding.
In addition, the two sides also discussed Vietnam's initiative to propose UNCITRAL to study and develop an international legal framework for the cross-border carbon credit market. This initiative is considered to be highly practical in the context of increasingly expanding carbon trade but lacking a legal framework. To implement the initiative, the Vietnamese Ministry of Foreign Affairs is coordinating with UNCITRAL to organize an international sideline discussion on the carbon credit market, scheduled to take place on July 15, 2025 within the framework of the 58th Session of UNCITRAL. The event will be an opportunity for Vietnam and other countries to share experiences in building domestic carbon markets and contribute to promoting international discussions on the legal framework for this emerging issue.
