Why Bien Hoa Expressway?

During the working session of the National Assembly Economic Committee with the People's Committee of Dong Nai province on the afternoon of September 9, a representative of the Ministry of Transport presented a report on the Bien Hoa - Vung Tau expressway project.

Mr. Vu Hong Thanh, Chairman of the National Assembly Economic Committee, worked with Dong Nai on many key projects, including the Bien Hoa - Vung Tau expressway.

According to the Ministry of Transport, the Bien Hoa - Vung Tau expressway is 53.7 km long, passing through Dong Nai province (34.2 km) and Ba Ria-Vung Tau province (19.5 km). In phase 1, the Bien Hoa - Vung Tau expressway has 4 - 6 lanes (depending on the route) with a total investment of VND 17,829 billion.

The project is divided into 3 component projects. Component project 1 is invested by Dong Nai province; Component project 2 is invested by the Ministry of Transport and Component project 3 is invested by Ba Ria-Vung Tau province. All 3 were simultaneously started on June 18.

Up to now, the construction of this expressway has been slow due to land acquisition problems. Currently, only component project 3 (invested by Ba Ria-Vung Tau province) has handed over 77.6% of the land, the remaining 2 projects, both in Dong Nai, have a very low land acquisition rate. Specifically, component project 2 has only completed 5.82%, while component project 1 has not yet handed over the land.

Also according to the Ministry of Transport, reports from the two localities of Dong Nai and Ba Ria-Vung Tau said that the current site clearance costs for all three component projects have increased, expected to increase by a total of VND3,674 billion compared to the total investment approved by the National Assembly. Of which, component project 1 increased by VND1,195 billion, component project 2 increased by VND1,488 billion and component project 3 increased by VND989 billion.

Bien Hoa - Vung Tau Expressway section through Dong Nai is behind schedule due to site clearance issues.

Explaining the reason for the increase in capital for the Bien Hoa - Vung Tau expressway, Deputy Minister of Transport Le Anh Tuan said that the consulting unit initially determined the compensation and site clearance price as the total investment approved by the National Assembly. However, when the locality approved the compensation price, the land price had changed, leading to an increase in compensation costs.

Regarding the reason for the delay in clearing the Bien Hoa - Vung Tau expressway to hand over to the investor, acting Chairman of Dong Nai Provincial People's Committee Vo Tan Duc explained that it was due to a lack of human resources for inventory and the lack of specific land prices for compensation.

The Bien Hoa - Vung Tau Expressway Project Phase 1 started construction in June 2023 and is expected to be put into operation in 2026. The Bien Hoa - Vung Tau Expressway, when put into operation, will shorten the distance from Ho Chi Minh City and Dong Nai to Ba Ria-Vung Tau and vice versa, reducing the load on the existing National Highway 51.
