From July 2025, social pension benefits will be expanded from age 70 to VND 500,000/month.

People aged 75 and over without pensions will receive a subsidy of VND500,000/month according to Decree 176/2025/ND-CP. For people from poor and near-poor households, they only need to be 70 years old to be eligible for social benefits. The policy takes effect from July 2025.

Decree 176/2025/ND-CP details and guides the implementation of a number of articles of the Law on Social Insurance related to social pension benefits. The Decree takes effect from July 2025.

According to this decree, Vietnamese citizens are entitled to social pension benefits when they meet the following conditions: being 75 years of age or older; not receiving a pension or monthly social insurance benefit, or receiving a monthly social insurance benefit lower than the prescribed social pension benefit.

Pay pensions and benefits to beneficiaries.

In case of poor or near-poor households, only need to be from 70 to under 75 years old and meet the above conditions.

The monthly social pension allowance is 500,000 VND. If you are also receiving other monthly social allowances, you will receive a higher amount. The provincial People's Committee may propose to the People's Council of the same level to decide on the additional support level, based on socio -economic conditions, budget capacity and mobilized resources in the locality.

People in need of benefits can submit applications directly, by post or online to the Chairman of the People's Committee of the commune where they reside.

Within 10 working days from receipt of the request, the Chairman of the Commune People's Committee is responsible for verifying, comparing population data, standardizing information and making a payment decision according to regulations.

In case the beneficiary changes residence, the People's Committee of the commune where the old residence is located will send a written request to the People's Committee of the new commune to continue payment. If the beneficiary dies or is no longer eligible, the People's Committee of the commune will decide to stop payment from the following month.

According to statistics from Vietnam Social Security, by the end of July 2025, the whole country had more than 3.3 million people receiving monthly pensions and social insurance benefits, of which about 2.7 million people received pensions.
