Ho Chi Minh City considers reward mechanism to encourage 'have 2 children' policy

The gender gap in children born in 2023 is 107.9 boys/100 girls. Although the number of children born in 2023 has increased, according to Mr. Trung, the fertility rate of women of childbearing age in Ho Chi Minh City is 1.32 children, down from 2022 (1.39 children). The fertility rate continues to decrease and the average life expectancy in 2023 is 76.5 years old, an increase compared to 2022 (76.3 years old). Currently, Ho Chi Minh City has more than 1.33 million people aged 60 and over.

Mr. Trung commented that the low birth rate but the rapid population aging as it is now will be a major economic and cultural challenge for individuals, families, society and communities. This not only causes the risk of labor shortage in the future, population aging also increases pressure on the health care system and the social welfare system, health care, entertainment, etc.

In that context, the population sector actively advised the Ho Chi Minh City People's Council to draft a population policy in Ho Chi Minh City until 2030. It focuses on solutions to support couples who have 2 children; encourage and reward groups and individuals who effectively implement the "2 children" policy.
