The BRICS 2025 Summit continued on July 7 with a High-Level Session on the theme “Environment, COP30 and Global Health” chaired by Brazilian President Lula da Silva, BRICS Chair 2025.

In his opening remarks, the Brazilian President stressed the need for a fair and planned energy transition, reducing dependence on fossil fuels and moving towards the goal of “zero deforestation”; calling for strong investment to protect tropical forests, while emphasizing the importance of climate justice to address poverty and social inequality.

The leaders warned of the risk of delaying or even reversing progress in implementing the United Nations Sustainable Development Goals; called for global cooperation to respond to the climate crisis, strengthen global health governance and promote sustainable development; and share many solutions to narrow inequality, strengthen public health capacity, improve social welfare and protect the ecological environment.

In his keynote speech at the Session, Prime Minister Pham Minh Chinh supported and highly appreciated host country Brazil for choosing environmental protection and global health, issues of vital importance to the planet, as priorities for this year's BRICS Summit.

The Prime Minister emphasized that what the world has experienced after the Covid-19 pandemic, responding to natural disasters, epidemics, climate change, resource depletion, and population aging shows that the world is not really ready, and multilateral institutions are not cohesive and cooperative enough to overcome the crisis together. formation, the Prime Minister said that the choice is to change thinking, renew awareness, and act urgently with the spirit of "going together, coming together, doing together, enjoying together, and winning together".

Prime Minister Pham Minh Chinh highlighted five important proposals. First, promote the formation of common awareness and a common approach that is global, inclusive, and comprehensive to protect the environment and people's health.

Second, ensure the principle of common but specialized responsibility, fairness and justice in addressing environmental and health challenges, in accordance with the historical circumstances, development level and resources of each country; call on developed countries to be responsible for fulfilling their commitments on finance, technology transfer and support for human resource training.

Third, efforts to mobilize sufficient and sustainable resources to realize climate and health goals. The Prime Minister affirmed that Vietnam supports the priorities of the COP30 Conference proposed by Brazil, while emphasizing the need to achieve breakthrough results in climate finance at the COP30 Conference, encouraging green and innovative financial mechanisms and stronger participation from the private sector.

Fourth, maximize the role of science, technology, innovation, and digital technology to protect the environment and develop healthcare. Countries need to promote cooperation in developing green technology, digital infrastructure, and knowledge sharing, thereby narrowing the development gap between countries.

Fifth, promote substantive and effective reform of global governance institutions on environment, climate, and health, promote the central role of the United Nations, multilateral cooperation, and enhance substantive and effective participation of regional and inter-regional cooperation mechanisms to ensure that global engagement on climate and health are implemented fairly, transparently, and effectively.

The Prime Minister emphasizes that environmental protection and response to climate change and epidemics are the foundation of all national development policies; this is not only a natural choice and an objective requirement but also an imperative of the times. The Prime Minister affirmed Vietnam's determination and strong efforts to achieve the goal of carbon neutrality by 2050, while actively and responsibly contributing to global cooperation mechanisms on environment, climate and health.

The session concludes the BRICS Summit 2025 with many highlights from the host country Brazil.
