Accordingly, the Ministry of Culture, Sports and Tourism issued Decisions No. 2213/QD-BVHTTDL, 2214/QD-BVHTTDL, 2215/QD-BVHTTDL dated June 27, 2025 on the announcement of the List of National Intangible Cultural Heritages for the Xen Lau No Festival of the Black Thai people in Yen Chau, Son La province; the Pung Hieng Festival (Ha Nien New Year) of the Dao Tien Moc Chau people, Son La province and the Papermaking Craft of the Mong people in Moc Chau, Yen Chau, Mai Son, Thuan Chau, Muong La, Bac Yen, Phu Yen, Son La province.
The “Xen Lau No” festival is usually held in the spring to thank ancestors, river gods, mountain gods and is an occasion to thank the shaman for curing people’s illnesses. The festival consists of a ritual part and a festival part intertwined with the purpose of thanking heaven, earth, gods and ancestors for protecting people’s health and good crops. After completing a part of the ceremony, everyone dances together around the “Xang Bok” (neu) tree with the wish for favorable weather, good crops, health, happiness and prosperity for everyone.
The Pung Hieng Festival is maintained by some Tien Dao clans in a traditional way, held every 3-4 years, for 4-6 days on the occasion of Lunar New Year, with the meaning of thanking ancestors, gods and praying for a more favorable business in the new year. Although it is a clan ritual, the Pung Hieng Festival is for the whole village, so it has a high meaning of community cohesion, carries a profound cultural spirit, creates ethnic community cohesion, reminds the younger generations of the morality of drinking water, remembering its source, teaching human morality and carrying many cultural and religious values of the Dao ethnic group.
The Mong people have been making paper for a long time. The paper is not for writing, but is used in holidays, worshiping... with the meaning of praying for good things, peace, and luck for everyone in the family, especially during the New Year.
The addition of three heritages to the list of national intangible cultural heritages is a source of pride not only for the ethnic groups directly preserving and promoting them, but also affirms the efforts of Son La province in preserving and honoring intangible cultural heritages. This is also an important premise to link cultural development with sustainable tourism and socio -economic development in the new period.
