After more than 3 years of construction, the Binh Minh 4 dike construction project in Kim Son district has basically been completed and put into use. Seen from above, Binh Minh 4 dike appears like a "giant" wall on the sea to block waves and storms of level 12, continuing the achievements of the sea encroachment by our ancestors and generations of Ninh Binh people.

The project to build the Binh Minh 4 sea dike in Kim Son district is over 6.3 km long, with a total investment of 480 billion VND, running from the Day River mouth to the road to Con Noi Border Control Station, with the Department of Agriculture and Rural Development of Ninh Binh province as the investor.

This is an important project of the province serving multiple purposes, not only helping to reclaim hundreds of hectares towards the sea to expand space, creating favorable conditions for population dispersion and economic and social development in the locality, but when completed and put into use, it will protect the alluvial area outside Binh Minh 3 dike and plan it into a concentrated aquaculture area.

The contractor is mobilizing more machinery and workers to speed up the project progress.

Binh Minh 4 Dike is designed to include a seaward wave-breaking wall, with a crest elevation of +5.50 m corresponding to level 12 storm wind protection, and a reinforced concrete structure. The dike surface combined with the traffic road is reinforced with layers of: compacted soil, crushed stone aggregate, cushion sand, and concrete. Up to now, the construction unit has basically completed the construction of C3 culvert + management house, seaward revetment, and embankment to reach an elevation of +5.6 m according to the design plan.

Comrade Nguyen Thanh Binh, Deputy Director of the Department of Agriculture and Rural Development, representing the investor, said: Up to now, the project has been basically completed. Contractors are actively deploying machinery and mobilizing more workers to the construction site to speed up the progress, striving to complete and put into use in 2023.

With the preparation for putting into operation and using the Binh Minh 4 dike line, Ninh Binh has a solid sea dike system to shield people from wind and waves, protecting people and property during the rainy and stormy season. The tens of kilometers of concrete dikes stretching along the Kim Son sea area are also the vital traffic routes of coastal communes, contributing greatly to stabilizing political security and social order and safety, protecting the sovereignty of the sea and islands; protecting the safety of people and essential infrastructure inside the dike; serving the work of flood and storm prevention, dike rescue when there is an incident.
