On the afternoon of July 14, the Department of Administrative Police for Social Order (QLHC ve TTXH), Ministry of Public Security, informed about the AI handbook utility on VNeID.
According to Colonel Ngo Nhu Cuong, Deputy Director of the Department of Administrative Police for Social Order, following the results and benefits achieved and implementing Notice No. 33-TB/TGV dated June 27, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation with the Standing Working Group and relevant agencies on the implementation of Plan No. 02-KH/BCĐTW dated June 19, 2025. In which, assigning: "The Ministry of Public Security to preside over and coordinate with the Government Office , the Ministry of Science and Technology, the Central Party Office and relevant ministries, branches and agencies to develop a Handbook to guide the overall tasks of commune-level and provincial-level units and central ministries, branches and agencies".

On that basis, the Department of Administrative Police for Social Order has proactively advised the Ministry's leaders to coordinate with relevant units to develop this handbook on VNeID with integrated AI virtual assistant with basic contents such as: Looking up the list of addresses, headquarters of Commune Police, Commune People's Committee, Commune Party Committee, one-stop public administration at all levels; looking up the list of administrative procedures: commune and provincial levels, ministries, ministerial-level agencies, procedures and records for implementing administrative procedures; looking up old and new administrative units;
The Commune-level Government Handbook (developed and issued by the Ministry of Home Affairs ) aims to provide systematic, complete and accessible information to commune-level cadres and civil servants in implementing the Law on Organization of Local Government 2025 and related new legal documents; the list of decentralization, delegation of authority, and assignment of authority in the fields of ministries and branches for commune-level local governments (issued by ministries and ministerial-level agencies).

Although it has only been deployed for a short time, up to now, the handbook has had 67,823 visits and uses, bringing values and utilities to people, businesses and state agencies.
For people : Save time and effort in traveling, understand the components of documents and procedures for implementing administrative procedures and public services; quickly look up and support official information on administrative unit arrangement from State agencies;
Notably, reducing the risk of fraud taking advantage of information about the arrangement of new administrative units to appropriate assets; integrating virtual assistants, answering questions and answering immediately about administrative procedures, separating 2-level land registration.
For State agencies:
Officials, civil servants, public employees and support units at all levels shall base on the instructions in the Handbook to implement in the direction of "hand-holding", shortening time and saving training and coaching costs; saving time and effort in guiding people to carry out administrative procedures and issues related to administrative unit arrangement; preventing crime, and being transparent in receiving and serving people.
Also according to the Department of Administrative Police on Social Order, with the above benefits when implementing in the near future, the Department will continue to advise and propose to report to the Ministry's leaders to complete the handbook in the following direction:
Provide transparent information about the phone numbers of the local police, commune police, the phone numbers of the Chairman, Secretary, and departments to receive and report promptly; help prevent and reduce the risk of crime; improve and expand virtual assistants, providing more and more utilities for people such as: looking up records, administrative procedures, 2-level administrative units, consulting and supporting people in receiving and handling complaints and problems, looking up legal documents, etc. Continue to propagate and promote people in reporting crimes on VNeID.
