Speed of completion of temporary housing removal

Da Nang City still has about 50 temporary and dilapidated houses that must be deployed and completed before August 15, 2025; localities urgently implement optimal solutions to ensure completion on schedule.

Check each household

Mr. Hoang Van Hung, Chairman of Phuoc Tra Commune People's Committee, has just inspected 5 households whose temporary houses are to be demolished but have not yet started building their houses, including Nguyen Xuan Thuy, Ho Van Veo, Ho Thi Cao, Ho Thi Nga (Tra Nhan village) and Ho Thi Hay (Tra Han village).

According to the report, in 2025, Phuoc Tra commune will remove 59 temporary and dilapidated houses; to date, 26 houses have been completed; 28 houses are under construction and 5 houses have not yet started construction.

Notably, accompanying the commune leaders were representatives of the construction team that demolished temporary houses. At each household, Mr. Hung and members of the commune's working group grasped the situation, wishes and needs for support.

At the house of Mrs. Ho Thi Cao (born in 1954, Tra Nhan village), the working group noted that she is a near-poor household, her husband has passed away, and she is currently living in a dilapidated wooden house. Up to now, Mrs. Cao has not started building a house because of her difficult circumstances.

After checking, Mr. Hoang Van Hung requested the construction team to commit to ensuring progress, otherwise the work would be handed over to other construction teams.

“After the inspection, all households in the commune’s temporary house removal plan in 2025 have started construction. To complete the temporary house removal plan on schedule as required by the superiors, we continue to urge the construction teams, and at the same time, hold a meeting with the Commune Steering Committee to assign and arrange forces to each household to help speed up the construction progress,” said Mr. Hoang Van Hung.

Many other mountainous localities also urgently reviewed and inspected the work of eliminating temporary houses immediately after the operation of the two-level government. In Tay Giang commune (merged from Lang, A Tieng, Dang, and A Nong communes), after the operation of the new administrative unit, the commune leaders took action to direct and strive to not interrupt the progress of eliminating temporary and dilapidated houses.

Tay Giang commune leaders said that the number of temporary houses that need to be eliminated in the area in 2025 is 207, of which 7 are for people with meritorious services. To date, the locality has completed 175 houses; the remaining construction has reached about 80% progress.

The commune has established working groups to inspect and urge each case. For households at risk of not ensuring progress, the commune has directed shock forces to provide timely support. Tay Giang commune is determined to complete the remaining 32 houses in July 2025.

Strive to complete by August 15

Da Nang is one of 16 provinces and cities that have not completed the elimination of temporary houses. According to the report of the Department of Agriculture and Environment, as of July 8, 2025, the total number of temporary and dilapidated houses in the city has been implemented at 12,290/12,340 houses (reaching 99.59%). The remaining 50 houses are on the approved list of the former Quang Nam province (Da Nang city previously announced the completion of 2,037/2,037 houses). Of these 50 houses, 4 are for meritorious people, the rest are poor and near-poor households.

According to Official Dispatch No. 78 dated July 7, 2025 of the People's Committee of Da Nang City, all of these houses must be implemented and completed before August 15, 2025. Up to now, the allocated budget and social mobilization sources (VND 277.4 billion) have basically ensured the implementation of the entire program.

The Department of Agriculture and Environment said that the number of temporary houses currently being deployed, especially the remaining 50 temporary houses that have not been deployed due to difficult circumstances of the households; mainly concentrated in the group of poor households, near-poor households in especially difficult areas, mountainous areas.

Accordingly, the Department of Agriculture and Environment proposed that the City Steering Committee consider providing additional funding from the City Mobilization Committee's mobilized funds for families in extremely difficult circumstances who do not have additional funding to build houses according to the current support level.

In addition, to ensure the completion of the goal of eliminating temporary and dilapidated houses before August 15, 2025, military, police, and youth union units need to increase shock and volunteer forces (establish groups and teams) to support localities where temporary houses are still being deployed, especially focusing on prioritizing the 50 houses that have not been deployed.

According to the data reported by localities on the updated software, by the end of July 8, 2025, the whole country had supported the elimination of 264,522 temporary and dilapidated houses (of which 229,328 houses were inaugurated and 35,194 houses were under construction). The remaining number of houses that need to be implemented from now until August 31, 2025 is 25,232 houses. On average, each locality needs to implement 26 houses/day.

At the meeting on July 9, Prime Minister Pham Minh Chinh requested to resolutely complete the goal of eliminating temporary and dilapidated houses nationwide before August 31, in time to celebrate the 80th anniversary of National Day on September 2.

In particular, the demolition of temporary and dilapidated houses for people with meritorious services, relatives and families of martyrs must be completed before July 27, 2025 to honor the sacrifices and contributions of heroic martyrs and those who have contributed to the revolution.
